Specialized Experience for the GS-14, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized experience for this position is defined as: - Interpreting and applying certification policies and procedures; AND - Communicate and present detailed information related to certifications, training, policy and procedures; AND - Effectively works with and responds to internal and external stakeholders; AND - Effective facilitation of program and agency goals associated with the acquisition workforce.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks.

This position is located in the Office of the Chief Procurement Officer (OCPO).
The OCPO is responsible for awarding and administering contracts and purchase orders for HUD's program offices in order to achieve HUD's mission, goals and objectives.
OCPO is primarily staffed with Contract Specialists and Contracting Officers, with support by other staff (e.g., procurement and management analysts, and procurement technicians).
OCPO provides vital procurement and logistic services to HUD's program and support offices, and leadership in applying fundamentally sound business practices to the Department's acquisition of goods and services.
As a/an Program Analyst, you will: Serve as HUD's Acquisition Career Manager (ACM) by processing certifications and re-certifications through the automated certification system, training employees in the use of systems supporting certifications, coaching the acquisition workforce in obtaining certifications.
Conduct analytical studies for the Policy and Systems Division Director on specific areas of concern upon request.
Develop and maintain current regulations, policies, and procedures under HUD's acquisition related FAC programs and ensures appropriate alignment.
Act as a central consultant for the acquisition workforce to support use of the automated certification system, identify training needs appropriate for assigned workload, and ensure acquisition workforce management awareness and participation in the FAC programs.
