Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position.

To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: Determines the minimum criteria to be applied in considering whether to undertake a particular investment, and the criteria related to the quantitatively express projected net, risk-adjusted return on investment.

Determines the specific quantitative and qualitative criteria for comparing and prioritizing alternative information system investment projects that specify the logical interfaces in command, control and intelligence systems, and the communications and computers.

Responsible for administering the determination, coordination, and approval of program and new initiative budgeting requirements will be supported by cost, schedule, and performance impacts Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Oversees measurable performance metrics for assessing the performance of the agency’s IT business investments
  • Analyzes and evaluates life-cycle processes for emerging AIS’s
  • Provides guidance to functional customers to assist them in implementing policies and processes
  • Ensures the implementation of policies and guidance on Business Case Analysis and Economic Analysis processes and provides assistance to the programs
  • Expert in business systems and coordinates, reviews, and recommends strategies for emerging AIS programs which have deviated significantly from planning budgets, resourcing levels, milestones, or product specifications
