This position is part of the Defense Human Resources Activity.
The incumbent will be responsible for serving as a senior advisor and subject-matter expert (SME), providing guidance and recommendations to other senior SMEs, senior executives and managers, and staff in all DOD components on critical programs requiring new concepts and methods in addition to the interpretation of controversial law, regulation, or past practice.
You may qualify at the GS-14, if you fulfill the following qualifications: A.
One year of specialized experience equivalent to the13 grade level in the Federal service: Expertise in DoD IT Portfolio Governance: Mastery of IT portfolio management principles, methodologies, and processes, with a specialized, understanding of the laws, regulations, and policies governing DoD investments, including the Clinger-Cohen Act and FITARA.
Advanced Portfolio Analysis and Optimization: Advanced skill in portfolio rationalization, optimization, and prioritization, using critical thinking and data analysis to conduct rigorous business case analyses and ensure investments deliver measurable value.
Comprehensive IT Project Management: The ability to plan, organize, and manage the lifecycle of complex IT projects within the portfolio, utilizing advanced project management tools and techniques to ensure projects meet deadlines and performance targets.
Executive-Level Stakeholder Influence: Superior interpersonal, negotiation, and communication skills to build relationships and effectively influence senior decision-makers and stakeholders across the OSW, Military Services, and other DoW agencies.
Complex Problem-Solving and Risk Assessment: Highly developed analytical ability to identify and solve complex problems, assess risks associated with major capital investments, and develop effective mitigation strategies within a large-scale IT portfolio.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

As a PROGRAM ANALYST at the GS-0343-14 some of your typical work assignments may include: Portfolio Strategy and Optimization: Oversee the IT investment portfolio by conducting rigorous business case analyses to drive rationalization and optimization, ensuring all investments are strategically aligned with the Department's mission and deliver measurable value.
Compliance and Governance: Ensure all activities within the IT portfolio adhere to the laws, regulations, and policies governing DoD investments, including the Clinger-Cohen Act and the Federal Information Technology Acquisition Reform Act (FITARA).
-Stakeholder Collaboration and Communication: Serve as the primary liaison for the IT portfolio, collaborating with senior decision-makers and various offices across public, private, and academic sectors to ensure strategies support enterprise-wide goals.
Performance and Risk Management: Establish and manage performance metrics to track progress and report on the benefits achieved from major capital investments, while proactively identifying and mitigating risks associated with the IT portfolio.
Business Case and Cost-Benefit Analysis: Conduct rigorous business case analyses for all IT investments, including project prioritization, risk assessment, and cost estimation, to validate strategic alignment and ensure the accuracy of cost, schedule, and performance data provided to management.
Technology Roadmapping and Modernization: Develop, execute, and maintain the organization's IT roadmap, staying abreast of emerging technologies to ensure the Department's capabilities remain effective and forward-leaning.
