Full Job Description

You will serve as a Program Analyst (Long Range Fires Analyst) in the Digital Warfare Office of IMMEDIATE OFC OF CHIEF OF NVL OPS.

Your resume must demonstrate at least one year of Program Analyst specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector demonstrating a foundational knowledge of and experience with Planning, Programming, Budget, and Execution processes, experience developing requirements for programs of record and an ability to interpret strategic goals and to align resources to requirements in a prioritized order.

Examples of specialized experience include 1) Experience effectively communicating (written, verbal and visual) with executive level leaders; 2) Ability to develop initial courses of action (COAs) to address difficult problem; and 3) Knowledge of the principles and practices of financial and program management to plan and direct the planning and programming as resource sponsor of long-range, high priority programs involving extremely large budgets.

  • You will coordinate across the acquisition, industry, science and technology and warfighter communities to document new requirements.
  • You will participate in cross-functional teams and working groups to ensure requirements are accurately traced from operational needs through specific system allocation in a mission context.
  • You will provide consultation and advice on questions such as scope of problems to be investigated, objectives, issues involved, possible lines of effort, pertinent references, required liaison or joint projects, and security considerations.
  • The incumbent will provide support and analysis for strategy and policy and all phases of the Navy Planning, Programming, Budgeting and Execution (PPBE) process with a particular focus Long Range Fires investments.
