Full Job Description

You will serve as a PROGRAM ANALYST in the Expeditionary Warfare Divisions of IMMEDIATE OFC OF CHIEF OF NVL OPS.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Applying principles and practices to Navy requirements development processes; 2) Participating in the planning, programming, budgeting and execution processes (PPBE) for Navy; 3) Developing, executing and refining processes for continuous assessment and analysis within assigned program areas; 4) Communicating policy recommendations supporting strategic messaging and/or decision making for senior military officials and civilian executives; 5) Problem solving and coordinating plans for high level briefing sessions related to guidance on warfare capabilities and force modernization; 6) Establishing relationships with other program experts and key administrators that support Navy functions.

  • You will be responsible for activities directly related to the acquisition of expeditionary combat systems.
  • You will develop, execute, and refine processes for continuous assessment, analysis and improvement associated with assigned program areas.
  • You will develop policies and strategies for building an approved annual Program Objective Memorandum (POM) designed to refine and enhance Navy Expeditionary Combat and enhance combat readiness.
  • You will communicate program objectives to key high-level officials and project officers in organizations that support OPNAV programs.
  • You will manage the resource requirements needed to develop and maintain assigned programs.
  • You will provide expert analysis and inclusive recommendations regarding requirements that impact critical evaluations of Analysis of Alternative (AoA) reports.
  • You will direct programs and projects to measure progress toward reaching objectives in an effective and economical manner.
