Specialized Experience for GS-13: Specialized experience is defined as experience that is typically in or related to the work of the position to be filled including: Identifying, drafting and implementing policy at the federal level, including establishing strategic plans or policy roadmaps for the eligibility of military dependents; implementing innovative approaches and creative solutions to conduct on-site reviews based on an analysis and interpretation of rising issues or complex programmatic problems; providing guidance or technical assistance on applicable statues and/or regulations, to include conducting meetings and/or in-person trainings with stakeholders at varying levels Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Major Duties:

  • Schedule meetings, trainings, and on-site reviews based on program analyzes and interpretation of key issues arising from eligibility and enrollment.
  • Conduct studies designed to identify general and specific program requirements for all DoDEA schools' eligibility.
  • Plan program assessments and evaluations for all aspects of current or projected operating programs.
  • Forecast program requirements and prepares programmatic reports for briefings and presentations.
  • Recommend resolutions for conflicting policy issues regarding dependent eligibility and enrollment by using analysis and interpretation of existing regulatory guidance.
  • Serve as technical authority in the development of eligibility and enrollment requirements and policy guidelines.
  • Write policies and procedures for the agency’s student eligibility and enrollment program.
  • Develop a strategic plan for conducting eligibility and enrollment on-site reviews identifying conflicting practices and recommend resolutions using existing statue, policy, and regulations.
  • Prepare correspondence and replies to high-level inquiries regarding student eligibility and enrollment.
  • Support the development of new policies across a broad spectrum of educational functional areas, especially the operations of schools.
  • Analyze significant educational trends and issues, and relates these to eligibility and enrollment requirements.
  • Maintain regular contact with DoDEA offices and officials on the programmatic requirements for eligibility and enrollment.
  • Prepare recommendations and correspondence for high-level personnel on sensitive issues relating to the eligibility and enrollment of dependents.
  • Communicate, both verbally and in writing, the requirements for dependent eligibility for enrollment in DoDEA schools.
  • Prepare written determinations for student eligibility and enrollment using the law, DoD regulations, and DoDEA policy.
