Job Description

Summary

This job involves analyzing data and performance for passport application records management in the State Department, recommending improvements, and creating reports for leaders.

Full Job Description

This position is located in the Bureau of Consular Affairs, Office of Record Creation and Retention (CA/PPT/S/RM/RCR).

The office is responsible for Archive management and retrieval, oversight of all information gathered from passport applications.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience analyzing program performance metrics, and data to identify trends, assess effectiveness, and recommend process improvements.

Experience developing reports and briefings materials for senior leadership on program status, budget execution, resource allocation, and policy implementation .

Experience evaluating program policies and procedures against regulatory requirements and best practices. There is no substitute of education for specialized experience for the GS-13 position.

Major Duties:

  • Participates in planning and personally conducts special studies, drafts report of findings and recommendations for use by managers of headquarters functions and evaluates policies in assigned areas of responsibility.
  • Participates in the development of policies, issuances, and directives by researching issues in assigned program areas and drafting proposed guidelines and explanatory material.
  • Plans, organizes, and conducts work related to the design, operation, or maintenance of systems.
  • Coordinates program planning and reporting activities with program budget staff to ensure complete integration of program plans information into the budget process and consistency between data in program plans and budget submissions.
  • Represents the Bureau at meetings and conferences as directed and maintains liaison with staff members of the appropriate Departmental or external organizations.
