This position is located in the Department of Veteran Affairs (VA), Veteran Health Administration (VHA), Veterans Integrated Service Network (VISN 5), Martinsburg VA Medical Center (VAMC), Community Care Service (CITC), Martinsburg WV,.
The Program Analyst functions as a key member of the CITC Service and the VA Medical Center.
The incumbent reports directly to the CITC Service Chief and second level supervisor is the Medical Center Director (SES).
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/23/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Qualifying specialized experience include but are not limited to: Knowledge of health care systems and delivery systems, Ability to retrieve, track and trend information needed for analysis, Ability to communicate clear, logical, and concise explanation of information, both orally and in written format, Assessing program development or execution and improving organizational effectiveness, efficiency and basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the position.

Major Duties:
Major Duties and Responsibilities: The program Analyst is responsible for developing information products such as data analyses, healthcare informatics solutions, decision support matrices and business case analyses for the CITC service and the Medical Center leadership.
The incumbent draws independent conclusions makes sound, information driven recommendations to Service and Medical Center leadership that have critical and significant impact to safe patient care and effective resource management.
The incumbent works independently and with the CITC Financial Management Specialist to propose, plan, implement, analyze and monitor resource utilization of non-VA care community consult workload and management and cost control to meet the needs of the facility and community.
Monthly monitoring, analysis and presentation to leadership regarding management of consult metrics trends for timely completion, gaps and potential safety and risk.
The monitoring will be including both Care in the Community and the Referral Coordination Initiative.
Identification of operational gaps, trending, and tracking of categories of purchased care to determine Network adequacy of community services and meeting performance plan metrics and goals.
The incumbent works and acts as a back up to the financial management specialist to manage cost data to support trends.
The incumbent will analyzes, evaluates and advises on the effectiveness of staff workload productivity of staff for daily consult management to include gains and losses.
Identifies resource requirements for staffing needs, organization, space and documentation systems to support a wide range of administrative and clinical functions.
The Incumbent will evaluate program effectiveness by tracking and trending; Veteran satisfaction, safety issues to evaluate against short and long-term objectives and changes to policy.
The Incumbent develops monitoring tools, databases and dashboards.
Analyzes and evaluates, quantitative and qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
The incumbent is responsible for coordination with other VA departments to support special projects and data analysis.
The incumbent will accomplish audits, performance evaluation/analysis, reporting results and recommendation to the service Chief and the Facility Director and Chief of Staff. Other Duties as assigned.
Work Schedule: Monday thru Friday 7:30am to 4:00pm or 8:00am to 4:30pm. Virtual: This is not a virtual position.
