Full Job Description

This position is located within the Surgical Center at the Martinsburg VA Medical Center a level 1C complexity department, a very active clinical and surgical service including both in-patient and outpatient services.

The Management and Program Analyst will have the responsibility for the development, organization, management, and application of information systems for the clinical and administrative activities of the Surgical Service department.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/25/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Examples of specialized experience would typically include, but are not limited to: Knowledge of data aggregation, statistical and data analysis.

Knowledgeable and skilled in the randomized sampling techniques, data aggregation methods, and the application of sound statistical analysis and interpretation of a wide variety of data within large and small databases.

Skilled and knowledgeable in the management of large and small databases and the application of appropriate software for the manipulation of the data for output of descriptive analysis.

Knowledge of pertinent laws, regulations, policies and precedents. OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have master's or equivalent graduate degree.

OR have successfully completed 2 full years of progressively higher level graduate education leading to such a degree. OR possess a LL.B. or J.D., in a related field of the position to be filled.

OR, Combination: Applicants may also combine education and experience to qualify at this level.

You must have an combination of specialized experience and education beyond 1 full year of graduate education.

GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Knowledge of data aggregation, statistical and data analysis.

You must have an combination of specialized experience and education beyond 2 years of progressively higher level graduate education.

Major Duties:

Duties include but are not limited to: Integrate four major elements of operational responsibility: the integration of major and minor data sources within the VA; the analysis of workload at the individual, programmatic, section, and service or system level; the analysis of clinical practice patterns and clinical outcomes management; studies and special projects.

Serves as a subject matter expert (SME) in creating data streams essential to the operations, organization, and decision-making process within Surgical Service.

Analyze data generated from a variety of sources to identify and report issues.

Research and/or analyze problems, complex administrative and clinical issues and/or program requirements Develop the data information systems designed to analyze the objective/ goals defined in the annual performance plan for Surgical Service.

Performs other administrative functions for all sections in Surgical Service and other related duties.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday Through Friday 7:30 am- 4:00pm Telework: This position may be authorized for telework.
