Job Description

Summary

This job involves supporting the U.S.

Navy's efforts to sell military equipment and services to other countries through Foreign Military Sales, including reviewing documents, tracking progress, and recommending improvements to make processes more efficient.

A good fit would be someone with experience in government program management, strong analytical skills, and knowledge of international security policies who enjoys working in a team to handle complex tasks and brief stakeholders.

Key Requirements

  • At least one year of specialized experience equivalent to GS-11 or NH-02 in analyzing, evaluating, or implementing program plans for acquisitions and Foreign Military Sales
  • Expertise in Security Cooperation and Foreign Military Sales (FMS) as a subject matter expert
  • Ability to review and ensure compliance of Letter of Offer and Acceptance (LOA) documents, including modifications and amendments
  • Skills in monitoring, tracking, and conducting reviews of FMS case development, execution, and closure for cost, schedule, and performance
  • Proficiency in using FMS systems such as DSAMS, MISIL, DIFS, CEPT, and SCIP for data analysis and performance extraction
  • Experience developing policies, directives, and improvement strategies for security cooperation programs
  • Strong coordination and communication skills for briefings, recommendations, and aligning U.S. Navy solutions with international requirements

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will attend meetings as a subject matter expert in the area of Security Cooperation and Foreign Military Sales (FMS).
  • You will review Navy International Program Office (NIPO) taskings (RFIs, Basic cases, Modifications, and Amendments) for assignment to the correct program office and case manager within NAVSEA’s security cooperation community.
  • You will review Letter of Offer and Acceptance (LOA) documents, including Modifications and Amendments, for completeness, correctness and in compliance with policy.
  • You will monitor and track PEO/Program Office FMS case development and execution.
  • You will conduct program reviews with NAVSEA program offices regarding cost, schedule, and performance issues related to FMS case development, execution, and closure.
  • You will develop, integrate, and implement improvement and efficiency strategies for FMS Case Development and Execution based on findings from key program specialists and analysts.
  • You will serve as a subject matter expert in development and drafting of FMS plans, policies and directives.
  • You will analyze, interpret and enforce direction on NIPO, Defense Security Cooperation Agency (DSCA) and SECNAV guidance and policy impacting the NAVSEA security assistance community.
  • You will coordinate group efforts and develop Command positions regarding externally proposed security cooperation policy and deliver recommendations and briefings to stakeholders.
  • You will conduct FMS Case studies, perform analysis, and extract case development and execution performance data using various FMS Systems (DSAMS, MISIL, DIFS, CEPT, and SCIP); Recommend course of action to PEO/Program Office.
  • You will analyze capability requirements for regions and countries and ensure USN program solutions are aligned with potential customer requirements.
  • You will review and prepare program documentation to determine appropriate changes or corrective actions.
  • You will recommend approaches for implementation of policy and directives.
