The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use disorders, intellectual/developmental disabilities, and housing and homelessness. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.

Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. The NCSB is seeking a Program Administrator in the Infant & Toddler Connection division. The Infant & Toddler Connection of Norfolk provides early intervention services to eligible infants and toddlers (birth through age two) who have disabilities or developmental delays. The program is mandated through Part C of the Federal Individuals with Disabilities Education Act. The Program Administrator will supervise Service Coordinators and oversee the provision of Service Coordination. This position will also provide direct Service Coordination services to a small caseload, step in for other Service Coordinators as needed, and provide supervisory coverage of the building as needed.

Department Hiring Salary Range: $62,732-$71,987

Requirements

Essential functions include but are not limited to:

  • Ensure provision of Service Coordination in accordance with the Individualized Family Services Plan to eligible children birth through 2 years of age with developmental delays and/or a medical diagnosis.
  • Provide supervision and coaching to Service Coordinators to ensure program remains in compliance with all Federal and State timelines and regulations.
  • Assist with training new staff.
  • Participate in the hiring process, performance evaluations, approval of leave, and building oversight/management.

Qualifications

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Three years of experience in program management or related field. May require that two years of experience are in treatment of persons with substance abuse and mental health issues in a correctional setting, with two years supervisory experience, depending on area of assignment.

Preferred Education/Experience:
A Bachelor's degree in a human services field as defined by the Infant & Toddler Connection of Virginia Practice Manual.
Three years of increasingly responsible, related experience to include work with developmentally delayed infants and toddlers.

Additional Information

  • Valid Driver's License may be required depending on assignment.
  • Virginia Early Intervention Case Manager certification preferred.
Working Hours: Monday — Friday 8:30 AM — 5:00AM
