The Utah Department of Corrections (UDC) is seeking a Professional Standards Program Specialist I to join the Professional Standards Bureau.



The Program Specialist I position is responsible for a variety of tasks in support of the Bureau's operations, focusing on the Internal Affairs, Early Intervention, and Background Investigations programs and teams.

This includes building critical reports, assisting with special projects, and managing databases of software systems.

It is critical that the successful candidate be able to self-manage and be accountable for a large span of duties with minimal supervision.


Principle Duties

As the Program Specialist I in the Professional Standards Bureau, you will:

  • Provide administrative, analytical, and technical support for the Internal Affairs, Early Intervention, and Background Investigations programs/teams.

  • Accessing criminal justice information systems to collect criminal records for pre-employment background screenings.

  • Generate statistical reports on case loads, disposition trends, early intervention metrics, and background investigation timelines for internal review and external reporting requirements.

  • Assist in preparing data visualizations and presentations for department leadership.

  • Develop and deliver training (in person and online) for staff on the use of systems managed by the bureau.

  • Assist with special projects and initiatives as directed by the bureau and executive leadership.

  • Assist with the management and maintenance of the Bureau's early intervention and case management software systems.

  • May act as a liaison between the Professional Standards Bureau and the IT personnel or external vendors for software-related issues.

  • Occasionally requires overnight travel for training or site visits.

  • Develops, directs, and/or evaluates programs.

  • Interprets, clarifies, explains and applies agency policy and procedures, business practices, federal or state laws and regulations, etc.

  • Analyzes, summarizes and/or reviews data; reports findings, interprets results and/or makes recommendations.

  • Develops or modifies rules, policies, or standards, etc.

  • Provides training, makes recommendations, gives appropriate advice, and/or facilitates decisions.

  • Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement.

  • Develops and implements procedures in response to agency policy, state and federal laws, etc.

  • Provides technical assistance on agency issues, services, program(s), and/or computer hardware and software, etc.

  • Facilitates the use of research data to improve existing programs and utilization of resources.

  • May supervise subordinate staff.

  • May require occasional overnight travel.

Qualifications


The ideal candidate for this position has:

  • Excellent communication and interpersonal relations skills.

  • Experience providing training to groups or classes.

  • Demonstrate ability to work as a member of a team and to work effectively with other community agencies in the best interest of the participant and the agency.

  • Experience in monitoring and evaluating operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement.

  • Experience in maintaining and reviewing data entry into software systems and working with data to build and interpret reports.


Preference may be given to those applicants with:

  • Knowledge of internal affairs, early intervention, and background investigations processes;

  • Experience with case management and incident management software systems;

  • Knowledge of professional standards, best practices, and policy development within a corrections or law enforcement environment;

  • Experience working in a law enforcement, corrections, or government setting;

  • Experience with project management software, such as Jira, Asana, Trello, etc.;

  • Experience creating and manipulating documents using word processing software (e.g., Microsoft Word, Google Docs, etc.), as well as formatting and document automation;

  • Experience creating data analysis and reporting dashboards (e.g., Google Sheets, Excel, or other business intelligence tools), including Pivot Tables, PowerTools, and formulas.

  • Risks found in the typical office setting, which is adequately lighted, heated, and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
