THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a PRODUCTION CONTROLLER (FLEET MANAGEMENT) (TITLE 5), Position Description Number T5799500 and is part of the IL 126, National Guard.
AREAS OF CONSIDERATION: The areas of consideration for this position, Title 5 Excepted Service, will be in the following manner and sequence: The FIRST area of consideration for this position will be candidates who match through the Priority Placement Program (PPP).
The SECOND area of consideration will be Veterans' Preference (VP) eligible. The THIRD area of consideration will be all excepted permanent and indefinite temporary technicians within the ILNG.
The FOURTH area of consideration will be all current Federal Employees. The FIFTH area of consideration will be all Federal re-employment eligible. The SIXTH area of consideration will be U.S.
Citizens.
GENERAL EXPERIENCE: MUST possess experience, education or training which indicates you can reason in quantitative terms, communicate orally and in writing in a clear and concise manner, understanding the terminology and data pertaining to repair operations and process characteristics of the production activity.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-9 position you must have served 52 weeks at the GS-7 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
SPECIALIZED EXPERIENCE: GS-9 Level MUST possess at least 1-year equivalent to at least next lower grade level of GS-7; experience, education or training scheduling workflow in more than one area and responsible for coordinating products or materials from support activities; experience in performing or supervising journeyman level work in a production facility; experience preparing job or work orders; scheduling various phases of projects into the production facility; following up to see if work is progressing as planned and arranging for adjustments in materials, machine processes, and work sequencing allowing for changes; experience with current automation support programs to input data, provide status of equipment, and monitor job order status, monitor work priorities, requisition repair parts, track repair parts status, etc.
GS-7 Level MUST possess at least 1-year equivalent to at least next lower grade level of GS-6; experience, education or training working with people from various levels and backgrounds; experience with a general knowledge of the functions and procedures of production control, records, references, and techniques for developing production control data; experience assisting or maintaining workflow.

As a PRODUCTION CONTROLLER (FLEET MANAGEMENT) (TITLE 5), GS-1152-7/9, you will serve as the Vehicle Fleet Manager for host and subordinate units; ensuring the efficient and effective utilization and maintenance of vehicles and equipment (i.e., refueling vehicles, fire trucks, materiel handling equipment, de-icing, snow removal, aircraft towing, tactical, construction equipment, and DOMOPS vehicles).
Major Duties - This is NOT an all-inclusive list: Serves as the program manager for the fleet custodial account, vehicle authorization and utilization programs.
Prepares and defends base level submission for central appropriated fund procurement of motor vehicles and other budgetary accounts.
Determines, coordinates, and ensures effective fleet utilization; conducts and coordinates vehicle validations, establishes and maintains Mission Essential Levels (MEL), priority vehicle recall listings, and conducts vehicle rotations.
Manages, coordinates, and communicates fleet support, status, and utilization issues with unit commanders, National Guard Bureau, and DoD enterprise wide fleet managers.
Evaluates vehicular equipment for inclusion in Defense Property Accountability System (DPAS).
Determines, coordinates and ensures timely development of weekly, monthly, and yearly operational and maintenance plans for assigned general and special purpose vehicles and a variety of equipment.
Assigns work priorities and schedules vehicles and equipment for repair, inspections, and preventative maintenance based on consideration of shop capability and the requirements of the unit.
Manages production workload and MEL requirements to ensure that minimum fleet levels are maintained and makes necessary adjustments to the production schedule.
Analyzes, plans, and controls production independently, makes adjustments to meet deadlines, ensuring the most efficient and economical use of facilities and skilled labor.
Manages, formulates and performs analytical data reviews on a wide range of production indicators to assist in improving productivity or in determining causes of production delays.
Collects, consolidates, performs analysis and reconciles variances to ensure data integrity within associated programs.
