Summary

This job involves handling buying and purchasing tasks for a state agency, such as creating orders, managing contracts, tracking expenses with company cards, and maintaining records to ensure everything follows state rules.

Responsibilities

  • You will perform routine and complex procurement activities in support of the Agency’s Divisions and Offices in compliance with the SC Consolidated Procurement Code and applicable state and agency policies and procedures.
  • You will perform work as a buyer for the Agency, including reviewing and processing shopping carts into purchase orders, preparing shopping carts, and processing solicitation and contracts.
  • You will ensure shopping carts have appropriate requests for quotes or solicitations, ensure market research is conducted, and collaborate with end-users to formulate the scope of work.
  • You will maintain record keeping of all procurement documentation, assist finance with discrepancies and invoices, and assist vendors with proper registration.
  • You will assist with contract bid solicitation for purchasing and perform a review of contractual terms and conditions.
  • You will complete procurement functions related to P-card use including completing documentation of statements, coding, receipts for approval, reconciliation of transactions, and reviewing charges.
  • You will assist with procurement functions related to travel lodging requests and purchasing Amazon requests with the dedicated P-card.
  • You will complete procurement functions related to fleet, including reviewing vehicle accident reports, managing the reporting of fuel, updating applicable databases with mileage and driver information, issuing and updating fuel card pin numbers, and reviewing motor vehicle records (MVR).
  • You will perform a variety of other duties such as procurement duties related to asset inventory processing, completing reports and insurance documents, surplus property disposal, and other assigned procurement duties.

Requirements

Minimum Qualifications

  • A high school diploma and work experience that is directly related to the area of employment. A bachelor's degree may be substituted for required work experience.

Preferred Qualifications

  • Knowledge of terminology, regulations, policies and procedures governing the procurement of goods and services to include current funding sources and budget coding within state government fiscal and accounting operations.
  • Attention to detail, accuracy and the ability to handle interrupted workflow is critical to this position.
  • Knowledge of modern office practices and procedures.
  • Ability to create records and reports using windows-based computer programs (word, excel, outlook).
  • Ability to communicate effectively, both written and orally.
  • Ability to establish and maintain effective working relationships with internal and external customers.

Other Requirements

  • Position works in an office environment with extended periods of sitting and standing.
  • May require occasional work outside of normal office hours.
  • May be required to lift, carry, move and/or position objects weighing up to 25 lbs.
  • Daily filing, data entry, telephone and computer use.
