The Pennsylvania Department of Human Services is hiring for the role of Procurement Specialist 2 within the Bureau of Procurement and Contract Management.

In this position, you will be responsible for planning, developing, and reviewing contract and grant documents that involve significant financial investments.

These contracts and grants are essential for delivering services to many individuals throughout the Commonwealth.

Requirements

In this position, you will interpret and apply procurement policies to proposed contracts, ensuring they are suitable and making necessary amendments for processing. Your responsibilities will include reviewing procurement documents to ensure compliance with established rules and procedures. You will also lead team meetings and scoring sessions to evaluate bids effectively. This role demands strong critical thinking skills to identify and solve issues, along with a solid understanding of technical writing and contract principles.

Work Schedule and Additional Information:

  • Paid parking
  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days a week with Tuesday being a mandatory office day, you will have the option of choosing Mondays, Wednesdays, or Thursdays as your second office day.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

    QUALIFICATIONS

    Minimum Experience and Training Requirements:

    • One year of experience as a Procurement Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
    • One year of professional experience performing contract management work; and a bachelor’s degree in business, supply chain, logistics, project, or operations management, or a related field; or
    • An equivalent combination of experience and training.

    • You must be able to perform essential job functions.
