Job Description

Summary

This job involves leading a small business programs office within the Defense Logistics Agency, advising top leaders on procurement policies, and managing programs to support small businesses in government contracting.

It requires overseeing planning, budgeting, training, and reviews to ensure compliance with laws and effective contracting practices.

To qualify for a Supervisory Procurement Analyst, your resume and supporting documentation must support: Basic Contracting Requirement: A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A)" above.

AND Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.

In addition to meeting the Basic Contracting Requirement above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military, or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: Demonstrate expert knowledge of small business and procurement laws, regulations and policies.

Design and implement corrective action plans to address problems identified.

Proficient in acquisition regulations and processes, including the FAR, DFARS, DLAD, cost/price analysis, negotiations, and source selection. Identify, analyze and present data to senior management.

Review and participate in negotiations of DoD prime contractor-proposed plans.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Serves as the Associate Director, Office of Small Business Programs (OSBP) for DLA Troop Support.
  • Act as principal advisor to DLA Troop Support Deputy Commander.
  • Responsible for policy development, planning, technical advising, programming and budgeting for all phases of the Troop Support Small Business Office.
  • Manage major programs plans and organize Troop Support small business and contracting activities.
  • Recognized as the DLA Troop Support expert authority on small business matters to evaluate programs.
  • Plans, organizes, directs, and participates in reviews of DLA Troop Support small business and contracting activities.
  • Develops and implements small business education and training for personnel, including senior leaders.
  • Perform annual operating plans to support strategic initiatives.
