About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.

Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade.

Basic Requirement for Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: providing guidance and oversight over electronic business (e-business) processes and related expedited acquisition and procurement programs; reviewing complex requirements packages and provides guidance on contractual, financial, and technical aspects of a project to develop a long-range contracting plan; providing continuous assessment and evaluation of overall acquisition goals, objectives, strategies, performance and briefs higher management on progress of initiatives managing procurement and e-business programs; and evaluating problems and outcomes of special projects and develops a plan of action to resolve found issues.

Major Duties:

  • Interprets guidelines relevant to e-business and other acquisition streamlining programs and uses judgment and discretion in determining their intent.
  • Identifies and develops improvements to highly complex processes in the DoD procurement/e-business community.
  • Serves on and leads Integrated Product Teams (IPTs) composed of various technical and functional disciplines engaged in developing and recommending e-business and procurement program improvements to support Command procurements.
  • Responsible for the accuracy, timeliness, operational responsiveness, and regulatory/policy compliance of the full range of individual and team e-business/procurement projects and initiatives assigned to the organization.
  • Leads efforts to advise J9 leadership and project managers in planning the overall approach to meet contracting program objectives for a wide range of programs or systems.
  • Provides acquisition planning and management expertise to support special projects, initiatives and studies.
  • Coordinates and performs long-range planning of interrelated contracting efforts within a wide variety of contract types and contracting methods, for programs which support different, complex organizational functions.
  • Represents the organization at executive levels within the DoD and U.S. Government and to contractor/industry representatives, communicating the Command’s IT acquisition objectives and gaining endorsement of proposed courses of action.
  • Briefs higher levels of management on initiative or project progress, problems, and other factors of interest or inquiry.
