Full Job Description

Defense Finance and Accounting Services (DFAS) mission is to lead the Department of Defense (DoD) in finance and accounting by ensuring the delivery of efficient, exceptional quality pay and financial information.

Basic Requirements: To qualify for this position you must meet the basic requirements described below.

Bachelor's degree or higher from an accredited educational institution authorized to grant baccalaureate degrees.

Attach a copy of the highest DAWIA certification in contracting which you currently hold. You may need to send proof of education or of certification to be considered for this position.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-12) in the Federal service, which demonstrates the ability to perform the duties of the position.

Specialized Experience Is Defined As: Subject matter expert in providing pre- and post-award acquisition management and planning for contracts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Reviews, interprets, develops and establishes policies, procedures and acquisition instructions for assigned areas of the agency acquisition mission.
  • Reviews and evaluates higher authority policies, regulations and directives, determines the impact on agency directives and publishes implementing or supplementing material to be used by agency activities.
  • Reviews regulations outside of procurement to determine any conflict or impact on procurement, resolves differences and develops meaningful comments.
  • Develops position papers and oral presentations of findings impacting the various phases of contracting.
  • Conducts training sessions as required on new policies, procedures, or software programs chosen on the basis of need.
