Full Job Description

The Assistant Secretary of War for Acquisition (ASW(A)) is responsible for advising the Secretary of War and the USW(A&S) on matters relating to acquisition and the integration and protection of technology that enable capability for the warfighter.

The ASW(A) is responsible for Department policies and procedures governing the Department's procurement and acquisition process.

In order to qualify for this position, you must meet the requirements described below.

Basic Requirement: Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees. All applicants must provide a copy of your transcripts.

Failure to provide this information will result in disqualification.

Education Exemptions: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000.

Current DoD employees or Armed Forces members, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement.

Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000 will result in disqualification (this includes DISA employees).

You may qualify at the NH-III (GS-12) level if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-II (GS-11) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience with the Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement; reviewing and evaluating proposed FAR and DFARS policy changes and suggesting revisions for policy compliance; and developing new or refining existing procurement policies and regulations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..

Incumbents typical work assignments may include the following: Serving as the specialist and advisor on DoW contracting regulations, policies, and associated procedures as well as assigned areas of the Federal Acquisition Regulation (FAR) System.

Leading development of changes to the FAR, Defense Federal Acquisition Regulation Supplement (DFARS), and DFARS Procedures, Guidance, and Information (PGI) to implement statutes and strategic objectives.

Analyzing relevant proposed legislation affecting acquisition policies and regulations and developing the DoW position on proposed legislation.

Consulting with senior management levels in the Office of Management and Budget and other Federal Agencies to achieve more uniform and effective acquisition policies and regulations throughout the Federal Government.
