Job Description

Summary

This role involves leading improvement projects in a government facilities team, such as mapping processes, gathering input from staff, and creating reports with recommendations to make operations smoother and more efficient.

It also includes supporting the broader improvement program by coaching others and coordinating projects across the division.

A good fit would be someone organized and detail-oriented with experience in process improvement, who enjoys working with teams in a public service setting focused on equity and sustainability.

Key Requirements

Full Job Description

The Facilities Management Division (FMD) is actively recruiting an Administrator III to serve in the Director’s Office, leading and supporting continuous improvement efforts, managing programs, and serving as a division technical expert.

This recruitment will be used to fill one (1) Term-Limited Temporary or Special Duty Assignment (SDA) opportunity.

It may also be used to establish an eligibility list for vacancies within this classification within the next 6 months. The Term -Limited/Special Duty Assignment is expected to last up to three years.

We are a workforce of over 300 dedicated employees, FMD operates and manages the County's capital assets by developing and maintaining cost-conscious, sustainable, high-quality facilities. The Building Operations Section of FMD maintains approximately 3 million square feet in facilities
where King County provides regional services, including the King County Courthouse and District Courts, Maleng Regional Justice Center, King County Administration Building, King County Animal Shelter, and several Public Health facilities. Our facilities range in age from 8 to 100 years old,
with equipment such as boilers, chillers, DDC controls, ventilation fans, pumps and compressors, and fire/life/safety systems.

Requirements

In order to be considered for this exciting opportunity, the successful candidate at minimum will demonstrate skill and ability to:

  • Lead Continuous Improvement projects
    • Work with section leadership to develop charters, including scope, schedule, and deliverables.
    • Create process maps.
    • Track and document processes.
    • Gather information via interviews with team members and other stakeholders.
    • Research solutions and prepare reports, flow charts, organizational charts, graphs, and other documents summarizing findings and recommendations to present to stakeholders.
    • Develop tools, job aides, and visual management systems.
    • Create customer-facing information
    • Support section leadership through implementation and measurement.
  • Support FMD’s overall Continuous Improvement Program
    • Serve as a subject matter expert providing coaching on applying CI techniques and processes for section lead CI projects.
    • As a member of the CI team:
      • Review all new CI project requests and make recommendations for how to move them forward.
      • Coordinate CI work across the division, noting dependencies and impacts between existing completed/current projects and requested projects.
      • Develop and implement process improvement tools.
      • Coordinate new systems implementation and train users in new systems and methods.
      • Design performance feedback systems and visual management tools.
  • Program Management
    • Order & distribute programmatic equipment or licenses.
    • Maintain programmatic inventory integrity and accuracy for FMD.
    • Coordinate with account representatives to maintain inventory, billing portal with updates on the latest product offerings, rates, and prices, or customer service relationships.
  • Serve as a division-wide technical expert for software such as:
    • MS Power Automate
    • MS Power Apps
    • MS SharePoint
    • Unifier
    • PRISM
    • C-CUR
    • Maximo
    • PeopleSoft

Qualifications

WE ARE LOOKING FOR CANDIDATES WHO HAVE:

Required:

  • Three years’ progressive experience in a position dedicated to continuous improvement and/or facilitating lean, change management or equivalent activities for a complex and large organization OR any combination of work experience, training and education that provides the skills to perform the work.

  • Skill in leading process improvement projects and knowledge of process improvement methods and techniques such as Lean and Six Sigma.

  • Extensive experience managing and optimizing SharePoint and Intranet sites, including content updates, permissions, and site architecture.

  • Experience updating, creating and maintaining documentation.

  • Excellent customer service skills, including maintaining focus on the customer issue amidst a bustling, fast-paced environment.

  • Ability to focus on the details and approach problems logically and rationally.

  • Previous involvement in conducting analytical studies and developing process improvements based on data gained from studies.

  • Skill in analyzing information, solving complex and analytical challenges, and making recommendations based on analysis.

  • Organizational skill in managing multiple, often competing tasks simultaneously.

  • Demonstrated ability to work respectfully to establish and maintain effective working relationships with a diverse group of individuals from a variety of different positions, cultures and backgrounds.

  • Excellent written and oral communications skills, including the effective use of visuals in communication.

  • Deep understanding of how basic business processes are relevant for specific county functions, and able to see how different county processes are connected or related to each other.

  • Proficiency in one or more of the following: MS Power Suite, C-CUR Security Management System, Maximo, Unifier, PRISM or PeopleSoft.

  • Proficiency with office software programs including word processing, spreadsheet, presentation, cloud based collaboration tools, and email.

Highly Desirable Qualifications:

  • Six Sigman/Lean Green Belt or similar

  • Project management experience

  • Familiarity with PeopleSoft data

ADDITIONAL POSITION INFORMATION

This position is a hybrid position at this time with onsite reporting of at least 3 days pers week.

Successful candidates may be required to report onsite 5 days per week during the onboarding period for training purposes.
