Summary

This role involves leading a team focused on analyzing operations, evaluating performance, capturing lessons from past activities, and driving process improvements across the Air Force Reserve Command.

The position directs strategic efforts to make the organization more effective and efficient at a high level.

The primary purpose of this position is to serve as the Director of Analyses, Assessment, Lessons Learned, and AFSO21 Directorate (A9) at a major command (MAJCOM), responsible for directing the activities of the Directorate.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-14, or equivalent in other pay systems.

Examples of specialized experience includes possessing knowledge of the substantive nature of Air Force mission and functions, programs, policies, objectives, management principles and processes.

Thorough knowledge of AFRC military command structure, missions, Air Force, Air Force Reserve, and gaining command policies, programs, and organizational relationships to provide command level staff guidance.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible.

One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of the substantive nature of Air Force mission and functions, programs, policies, objectives, management principles and processes.

Thorough knowledge of AFRC military command structure, missions, Air Force, Air Force Reserve, and gaining command policies, programs, and organizational relationships to provide command level staff guidance.

2.

Knowledge of analytical and evaluative methods and techniques for assessing program development or execution including knowledge of qualitative and quantitative techniques applicable to managing studies, analyses and assessment efforts that contribute to the improvement of organizational effectiveness and efficiency.

3.

Knowledge of lessons learned and process improvement techniques applicable to managing efforts to assess and evaluate developments, methodologies and research for application to AFR areas of concern.

4. Knowledge of basic budgetary and financial management principles and techniques as they relate to long-range planning of programs and objectives. 5.

Knowledge of safety and security regulations, practices, and procedures. 6.

Knowledge of workings, characteristics and composition of major weapons systems and relationships to other weapons systems and concomitant military operations, strategies, tactics, and associated logistics.

7. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and apprise the staff of an organization through subordinate supervisors 8.

Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 9.

Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

DUTY 1: Plans, organizes, and oversees the activities of the HQ AFRC Directorate of Analyses, Assessment, Lessons Learned and the office of AFSO21.

DUTY 2: Exercises supervisory personnel management responsibilities (includes three divisions). DUTY 3: Represents HQ AFRC at conferences/meetings with HQ USAF, other military agencies and L-MAJCOMs.

DUTY 4: Serves as the senior technical advisor to the Commander/Vice Commander/ Deputy Chief of the AF Reserve, providing guidance, council and advice on all issues concerning Analysis, Assessment, Lessons Learned and AFSO21 program and solutions to controversial and highly sensitive situations.
