This position is part of the Government Publishing and Print Procurement, Government Publishing Office in Washington, DC.

To qualify for the Printing Officer, PG-1654-15, you must meet the following requirements: Individual Occupational Requirement (IOR): Education: Undergraduate and graduate education with a major study in journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics.

-OR- Specialized Experience: Examples of qualifying specialized experience include: Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions.

Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.).

Managing a printing plant that produces printing either for the government or private industry customers. Performing production control work in a large printing plant.

Serving as a sales representative for a wide variety of printing equipment. Analyzing the price and cost of preparation and production of printing.

Planning, estimating, and scheduling printing on a full-time basis for a variety of publications.

Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations.

In addition to the above IOR, to qualify for Printing Officer at the PG-15 grade level, applicants must possess one year of specialized experience that is equivalent to the PG-14 grade level in the Federal Service.

Specialized experience includes: Providing administrative and technical supervision for printing and publishing work/programs; and Providing support and guidance on contractual decisions and procurement policies/procedures; and Collaborating with internal and external stakeholders to advise of problems and/or issues arising under contracts; and Managing or supervising a workforce, including overseeing workload volume and evaluating employee performance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement, 03/11/2026, to be considered.

Major Duties:

  • Manages and oversees printing and publishing work and related contracting tasks for all branches of the Federal government which includes developing specifications and awarding contracts, to terminating contracts for the good of the service.
  • Maintains a comprehensive personnel management program which embraces employee relations, recruitment, placement, training, as well as recommendations for job classifications, promotions, separations, and other actions.
  • Establishes protocols for handling customer relations and develops performance metrics for the assigned unit.
  • Performs the full range of management and supervisory work for multiple subunits composed of multiple teams. Manages through subordinate supervisors to accomplish administrative and technical supervision of the work.
