Full Job Description

This position will serve as a Police Officer Instructor ensuring a safe and secure environment at their assigned facility.

They provide security and assistance to Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities daily.

They will administer and coordinate the education and training program for Police Service from initial-entry training to assessment, in-services training, and retraining of Officers throughout the year.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/19/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the Federal service (or equivalent pay band), that provided a knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property.

Specialized experience includes: Supervising/leading and providing guidance/direction to Police Officers in their duties in response to potential threats of violence, detecting criminal activity, fire and other emergencies; Enforcing federal, state, and local laws; Making arrests; Conducting foot and vehicle patrol; Maintaining control of a scene or incident; Taking statements from witnesses/suspects and advising them of their rights; preparing detailed reports of criminal offenses, violations, incidents, and citations issued; Interrogating suspects; Applying all correct rules of search and seizure.

Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.Creditable Experience: Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.

Experience as a security guard or corrections officer is generally not qualifying.

Firearm Requirement: VA Police Officers are required to carry agency-approved firearms while on duty on VA property.

The Police Officer Instructor oversees the initial and on-the-job training of all newly assigned personnel.

Conducts classroom lectures and PowerPoint presentations, role-playing scenarios, and skills demonstrations.

Major Duties include, but are not limited to: Develops, presents, delivers, or coordinates courses for training programs.

Prepares material related to the use of the VA police computer package; writing reports; documenting incidents; use of the Expandable Straight Baton; oleoresin capsicum spray recertification; defense tactics; handcuffing; the clearing of buildings; and AED and CPR.

Prepares training schedules, coordinates equipment, room availability, and dates and times for on-site training and off-campus drills.

Ensures the availability of material and handouts for class participants. Changes training curriculum to fit the criteria focused on the jurisdiction, level of experience and complications observed.

Oversees instructors' firearms, ground defense, active threat, etc. to provide guidance and evaluate their courses.

Accomplishes the training and development of officers and designates tasks necessary for new Police Officers to gain experience to do work.

Explains work requirements, methods, and procedures as needed, including providing special instructions and answering technical questions about the work.

Prepares lesson plans and critiques instruction and instructional material.

Builds course lessons using materials and information from various sources to construct course lesson plans, visual aids, etc.

Coordinates the use of outside guest instructors, VA law enforcement instructors, and/or local outside law enforcement agencies and emergency/public services agencies and the FBI, DEA, Postal Inspectors, and ATF.

Serves as a Corporal Police Officer in addition to serving as an instructor, performing law enforcement and security responsibilities.

Performs certain elements of the work away from Departmental properties when consistent with Federal law, regulation, VA policy and operational guidance. Performs vehicular patrols as required.

Responds to calls for Police assistance and determines whether incidents are criminal or civil.

Searches persons, vehicles, and places and patrols VA controlled property on foot and/or with a motor vehicle in both normal and emergencies.

All other duties as assigned, pertaining to this occupation, to meet the needs of the Agency, Department, Facility, and/or Service.

Work Schedule: Full-Time, 7:00am - 3:00pm, 3:00pm - 11:00pm, or 11:00pm - 7:00am. Tour of duty will be determined by your Supervisor. Telework: Not authorized. Virtual: This is not a virtual position.
