The City of Eugene's Independent Police Auditor's Office is looking for a skilled professional to join the team for a Limited Duration 12-month assignment.

The full-time (40 hour/week) limited duration position supports the Police Auditor in providing independent, external oversight of investigations of complaints involving police employees.

This may include receiving complaints; monitoring or participating in internal investigations to ensure objective, thorough, and high-quality investigations; and preparing reports on complaint trends and police practices.

The Associate Auditor assists the Police Auditor in providing staff support to the Civilian Review Board appointed by the City Council.

This position is characterized by the Associate Auditor’s ability to enable the Police Auditor in providing fair and objective oversight of the police complaint process, building credibility among diverse audiences, and instilling public confidence in the complaint system.

The responsibilities of the Associate Auditor are broad in scope and require the highest degree of professional, independent judgment, personal integrity, and accountability.

The Associate Auditor performs work that is highly complex and often involves sensitive and confidential issues.

About the Limited Duration Position:
  • This Limited Duration position could last up to 12 months per business need.
  • If you are a current City of Eugene regular or limited duration employee, you will not have rights back to your previous position.
  • Limited Duration employees are at-will and do not have a probationary period.

Requirements

  • Assists in the implementation of operations of the Police Auditor’s Office, which receives complaints and commendations about police employee conduct; conducts implementation and evaluation of work programs to achieve program objectives.
  • Assists the Police Auditor and Civilian Review Board in reviewing closed cases and designated “community impact cases”.
  • Monitors internal affairs investigations for thoroughness and fairness; reviews evidence; may attend witness and employee interviews; recommends additional investigation, contacts, and outside investigations as warranted.
  • Researches and analyzes problems identified through monitoring of investigations and reviews of risk and tort claims.
  • Uses management information system to track complaints in coordination with the Police Department’s Internal Affairs section; uses data from the system to report case statistics and trends.
  • Assists the Police Auditor with preparation of reports for the Civilian Review Board, City Council, Police Commission, and the public on the status and resolution of complaints, trends, patterns analysis, recommendations for system improvements, and other performance indicators.
  • Assists in providing staff support to the Civilian Review Board including establishing standards of professional conduct, ensuring confidentiality; implements comprehensive training program for board members.
  • Assists, and adheres to, the City’s Affirmative Action Plan, and diversity initiatives; assists the Police Auditor with the creation of a culturally competent and respectful working environment.
  • Performs related and other duties as assigned.

Minimum Qualifications
Experience
Two (2) years of professional level public sector work related to professional oversight, human resources, or policy development and analysis, preferably in the public or oversight sector.
Experience relating to alternative dispute resolution is desirable.

Education
Equivalent to a Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Human Resources, Criminal Justice, or related field(s).
A Master’s degree or Juris Doctorate from an accredited college or university is desirable.

Background
Must pass a background investigation.

License
Valid Oregon driver’s license (or, the ability to obtain by date of hire); must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

The ideal candidate will have the following knowledge, skills, and abilities:

Knowledge of:

  • Principles and practices of police operations, policies, and procedures.
  • Human Resources administrative processes, collective bargaining, labor relations, and administrative investigations.
  • Principles of law enforcement policy development and evaluation, training, instruction, and work performance assessment.
  • Principles and practices of employee and labor relations including effective disciplinary policies and procedures.
  • Principles and practices of public process, public information, and community relations. Methods and techniques of research, policy review, data analysis, and evaluation.
  • Procedures for the intake and review of complaints and methods of complaint resolution including alternative dispute resolution models.
  • Automated data systems and associated software such as spreadsheets, word processing, or information tracking data bases including MSWord, Excel, and PowerPoint.
  • Public policy issues related to police complaint systems and civilian oversight.
  • National trends and research affecting police complaint systems and civilian oversight.

Ability to:

  • Maintain confidential databases; generate reports.
  • Apply applicable police department policies to work related conduct and behavior.
  • Identify complex problems and review related information to develop and evaluate options and recommend solutions.
  • Conduct research on decisions involving police operations.

Additional Information

Bilingual Pay Benefit
This benefit compensates non-represented employees up to 5% of their base salary. To qualify for bilingual pay, the employee must demonstrate fluency in an eligible language and pass a language proficiency test that is administrated by the City’s Employee Resource Center division.

Eligibility List
This posting may also be used to establish an eligibility list of applicants for future vacancies. Candidates that are placed on the eligibility list will be notified via email which will include the duration of the list and how notification of call up will occur.

Non-Represented Retirement Program

Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.

From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296. What to Expect from our Selection Process
