The Division of Facilities Management - Southern Division

The Division of Facilities Management exists to plan, design, construct, operate, maintain and manage the Colorado Department of Human Services (CDHS) facilities and campuses according to all applicable standards in a manner that promotes the CDHS mission of providing a safe, sanitary and effective environment for clients, youth, residents, consumers and staff and enhances the quality of life in CDHS facilities and campuses.

Facilities served: Colorado Mental Health Hospital in Pueblo (CMHHIP), Department of Corrections (DOC) facilities in Pueblo, Pueblo Regional Center (PRC), Division of Youth Services (DYS) - (Zeb Pike, Spring Creek and Pueblo) and the Veteran’s Community Living Centers in the southern district.

Total Facilities are approximately 2 million sq. ft. at multiple sites in over 110 buildings.

This position travels to various CDHS locations within the Southern District to repair, install and maintain plumbing systems, building and associated equipment in CDHS facilities.


Responsibilities include:
  • Perform troubleshooting, installation, repair and maintenance on plumbing equipment and systems including pumps, temperature controls, and hot water heating systems, domestic water systems, sewer and waste disposal systems.
  • Perform journeyman plumbing work that includes: unstopping commodes, sinks, floor drains, replacing washers, seats, traps, valves, supply lines, handles stool seats and related plumbing accessories and fixtures.
  • Repair and / or replace equipment, components, devices, or complete systems which are not operational, broken, damaged, outdated, or obsolete that allows systems to operate as intended or increasing efficiency.
  • Complete preventative maintenance checks, routine work orders and are responsible for new construction, remodels, or modification of plumbing systems including irrigation systems, and assist with project work as needed.
  • Maintain, test and repair Life Safety Systems including fire hydrants, standpipes and fire suppression systems.
  • Order and purchase materials, maintain stock in the warehouse and clean vehicle, warehouse and shop areas.
  • New construction, remodels, or modification of plumbing systems, i.e., drains and vents.
  • Assist with project work as needed.
  • Perform new installation and/or renovation of water, back-flow, sewer, fire line, life safety systems, various mechanical systems and fixtures.
  • Read and interpret blueprints.
  • Obtain and follow various material installation instructions and diagnose material failures related to maintenance work and problems, and research alternate materials.
  • Prepare records and perform accurate reporting with timely response on daily task sheets, leave slips, work order sheets, log books, inspection forms, purchase receipts and other administrative forms as necessary to allow for efficient work flow and documentation.
  • Order and purchase materials to complete daily assignments in a timely manner.
  • Maintain stock in the warehouse and in their assigned vehicle.
  • Maintain and clean vehicle, warehouse and shop areas.
  • Snow removal
  • Perform other duties as assigned.

This is a full-time, in-person, essential position that is required to be on-call on a rotating basis and respond in person to after hours call backs to perform essential and/or emergency services of the agency in a timely manner.


Call Back applies when an eligible nonexempt employee is required to report to work before the start or after the end of a scheduled shift.

An eligible nonexempt employee does not have to be on call eligible to receive call back pay.

If there is no release from work between the call back hours and regular shift, it is considered a continuation of the shift and call back does not apply; instead, if applicable, the nonexempt employee may earn overtime or compensatory time.

When a nonexempt employee is called back, they are entitled to a minimum of two (2) hours of their regular base pay (call back pay) or pay for the actual amount of time spent responding to the call, whichever is greater.

Call back time is counted as work time. Essential Positions.

Positions that perform essential law enforcement, highway maintenance, and other support services directly necessary for the health, safety, and welfare of patients, residents, and inmates of state institutions or state facilities.

Employees in essential positions can only be FLSA nonexempt and can be required to work unexpected or unusual work hours to perform the essential and/or emergency services of the department without delay and/or without interruption.On Call is additional pay beyond base pay for eligible, nonexempt employees who are specifically scheduled to be on call.

Employees are entitled to on-call pay only when they are not working but are scheduled to be available to respond to communications or report to a worksite within a reasonable period of time.

Employees who are on call are able to use their personal time effectively. Eligible classes and the hourly rate are published in the annual pay plan.

A department head may designate eligibility for individual nonexempt positions in classes not published and maintain records of such on-call designations.

Only time while actually on call shall be paid at the on call rate. In call back situations, employees eligible for both on call and call back pay shall receive call back pay only.

Qualifications


Special Qualification:

Applicants must possess an active Journeyworker/Journeyman or Master Plumber license issued by the State of Colorado. A copy of your license must be attached to your application.


Experience Only:

Applicants must have at least three years of full time plumbing experience that led to the Colorado Plumbing license (Journeyworker/Master). This experience must be clearly documented in your application.


OR


Education and Experience:

A combination of related education, formalized apprenticeship program, and/or relevant experience equal to three (3) years. You must attach a copy of your apprenticeship, certificate of completion, etc..., to this job application.


Preferred Qualifications:
  • Excellent attention to detail

  • The successful candidate should be customer-service oriented; have a pleasant attitude; be independent and self-directed; have the ability to problem solve; and be resourceful

  • Basic computer skills: email, Google applications, Microsoft Office

  • Experience working with a work order system.

  • Possession of an active cross connection certificate.

  • Institutional and/or Correctional plumbing experience

  • Relevant years of state service

  • This position requires State of Colorado residency at the time of application, and residency within the state throughout the duration of employment in this position.

  • Must currently possess and maintain throughout employment in this position, an active Journeyworker/Journeyman or Master Plumber license issued by the State of Colorado.

  • Must possess and maintain a valid non-restricted Colorado driver’s license throughout employment in this position.

    • Out-of-State Driver’s License holders must obtain a valid, non-restricted Colorado Driver’s License within 30 days of employment start date.

  • Travel – This position will be required to drive State Vehicles as part of daily work assignment from site to site equipped with tools to perform daily duties. Travel to training and meetings. On occasion, this position travels to other districts.

  • Must be willing to receive an annual influenza vaccination or provide a document for a medical exemption or a letter for religious exemption.

  • Must successfully pass a Tuberculosis (TB) test.

  • Must be available to respond to after hours call back and be on-call to perform essential and/or emergency services without delay and/or without interruption

  • Will be required to work various hours for coverage, weather related issues and essential/emergency services outside of normal business hours.

  • Use, Handling, or Exposure to hazardous materials – Explain: Proximity to moving, mechanical parts. Exposure to toxic or caustic chemicals. Exposure to electrical shock and working in highly exposed places.

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position.
