The primary purpose of this position is to serve as the HQ Air Force Recruiting Service Civilian Personnel Program Specialist.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems.
Examples of specialized experience include: (1) knowledge of basic arithmetic and mathematical calculations to accomplish statistical evaluation data throughout the organization; (2) knowledge and skill in analyzing problems to determine appropriate and necessary action needed for resolution; (3) knowledge of overall mission, function, organization, objectives, procedures, administrative and budgetary procedures for AFRS.
OR EDUCATION: OREDUCATION: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.
Examples of specialized experience include: (1) knowledge of basic arithmetic and mathematical calculations to accomplish statistical evaluation data throughout the organization; (2) knowledge and skill in analyzing problems to determine appropriate and necessary action needed for resolution; (3) knowledge of overall mission, function, organization, objectives, procedures, administrative and budgetary procedures for AFRS; (4) knowledge and skill of communication methods and techniques in order to present briefings, conduct training workshops, and to communicate effectively, both orally and in writing, to gain cooperation and assistance from other organizations and outside agencies; (5) knowledge of civilian personnel and finance documentation requirements and reporting procedures to accomplish request actions and provide required finance forms to the appropriate civilian pay offices OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: For the GS-07: 1.
Knowledge of basic principles of the Plans and Programs Specialist (Personnel). 2. Skill in communicating factual and procedural information clearly, orally and in writing. 3.
Ability to learn basic techniques of the Plans and Programs Specialist (Personnel). 4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 5.
Ability to plan and organize work and consult effectively with co-workers. For the GS-09: 1.
Knowledge of a wide range of civilian human resources management programs, directives, and procedures which include civilian personnel management and administration.
Knowledge of civilian personnel and finance documentation requirements and reporting processes/procedures. 2.
Incumbent is required to possess detailed Knowledge and understanding of AFRS organizational structure, goals, objectives, regulations, policies, and procedures. 3.
Skill in the use of automated applications and data systems. 4.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objective within available resources based on group and headquarters recommendations.
5.
Ability to identify and analyze trends, casual relationships, system solutions, etc., to include conducting special projects to evaluate civilian personnel management and resolve operating issues and problems and ability to communicate effectively both orally and in writing.
6. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Responsible for all civilian personnel actions within the organization. Processes a full range of Civilian Personnel Actions.
Monitors and tracks fiscal year funding, work year execution, and on-board strength versus authorizations. Serves as the Civilian Training Monitor.
Serves as the organizational point of contact and liaison with the personnel flight civilian personnel issues. Responsible for the civilian appraisal program Air Force Recruiting Service.
