This job involves leading a team that manages the Air Force Junior Reserve Officers' Training Corps (AFJROTC) program, including planning operations, evaluating units, and coordinating with schools and officials to ensure everything runs smoothly and safely.

The primary purpose of this position is: To serve as a second level supervisor, providing planning, directing, organizing, and exercising control over supervisory employees assigned to the Headquarters Air Force Junior Reserve Officers' Training Corps (AFJROTC) Operations Division.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems.

Example of specialized experience includes: (1) Managing activities of Junior Reserve Officers' Training Course (JROTC) Program; (2) directing Unit Evaluation process to include scheduling, coordinating, and standardizing; (3) acting as a liaison with school officials (Superintendents, Principals, locally elected and appointment public officials, parents, and the general public) regarding any issues concerning the JROTC Program; (4) ensuring compliance with safety and security regulations, practices and procedures; and (5) analyzing, planning, and adjusting work operations of one or more organizational segments to meet program requirements and objectives within available resources.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of Public Law, Department of Defense and Department of the Air Force regulations, guidance, instructions and procedures governing the Junior Reserve Officers' Training Course (JROTC) program and familiarity with the mission and organization structure.

2. Knowledge of safety and security regulations, practices, and procedures. 3.

Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4.

Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5.

Ability to communicate both orally and in writing. 6.

Ability to perform all aspects of the Unit Evaluation (UE) processes and compliance inspections as outlined in legislative, Department of Defense directives and guidelines.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans, organizes, and oversees the activities of the Headquarters Air Force Junior Reserve Officers' Training Corps (AFJROTC) Operations Division.

Develops goals and objectives that integrate organization and Operations Division objectives. Exercises supervisory personnel management responsibilities.

Directs, coordinates, and oversees work through subordinate supervisors. Represents Headquarters AFJROTC with a variety of installation and functional area organizations.

Establishes, develops, and maintains effective working relationships with Headquarters AFJROTC Division Chiefs, Director, Holm Center Commander, Chief Executive Officers, Superintendents, Principals, Federal and local elected and appointed public officials, parents, the media and the general public.

Establishes, communicates, and monitors Headquarters AFJROTC program goals and unit metrics for assigned AFJROTC units.

Accountable for unit metrics for all AFJROTC units and is directly responsible for ensuring schools and units comply with all guidelines covering unit performance.
