Job Description

Summary

This job involves leading a team that maintains and plans for Pierce County's roads, storm drains, and levees, while managing budgets, data systems, and emergency responses to keep infrastructure running smoothly.

It focuses on creating long-term strategies, ensuring compliance with environmental rules, and working closely with partners to improve community services.

A good fit would be someone with strong leadership experience in public works or infrastructure management, who enjoys collaborating and using data to drive improvements.

Key Requirements

  • High-level leadership and supervisory experience in managing teams and staff performance evaluations
  • Expertise in strategic planning, including developing business plans, asset management plans, and performance measurement systems
  • Knowledge of budgeting, accounting systems, and financial oversight for infrastructure projects
  • Familiarity with environmental regulations, such as Washington State Environmental Policy Act, NPDES compliance, and land use policies
  • Strong communication and partnership skills for coordinating with regional partners, cross-divisional teams, and stakeholders
  • Experience in program management, including GIS data maintenance, emergency response coordination, and compliance monitoring
  • Ability to conduct studies, assessments, and reports on land use, transportation, utilities, and environmental impacts

Core daily responsibilities:

  • Direct the development and implementation of a division-wide strategic business plan, asset management plan, and performance and accountability assessment system.
  • Oversee, supervise and/or lead the planning and program management of the strategic plan, asset management system, performance measurement and accountability assessment system, and/or other administrative programs or functions across a large department or division.
  • Administer appropriate provisions of the Washington State Environmental Policy Act, Planning Enabling Act, and other federal, state, and local land use, transportation, utility, and resource management policies and regulations.
  • Develop department-wide performance measures working with all divisions and managers in Planning and Public Works.
  • Coordinate and monitor work assignments for technical and professional staff working in various program areas to assure adherence to prescribed timelines, and compliance with departmental procedures.
  • Assign, review, and approve the work of subordinate staff; investigate grievances involving subordinates and recommend resolution; recommend hiring, promotional and disciplinary action; approve leave requests and overtime; provide adequate coverage during staff absences.
  • Conduct performance evaluations and develop performance measures and standards.
  • Conduct benchmark and national assessment activities for assessing department functions and processes.
  • Initiate, direct, and prepare studies and staff reports related to land use, transportation, or utility issues and analysis of environmental impacts.
  • Lead and participate in preparation of annual budget requests, grant proposals, and administration of annual operating budget.

Qualifications

  • Additional education or experience may substitute for the recruiting requirement.
  • Eight or more years of related strategic planning or asset management work experience required, AND
  • Graduation from a four-year college or university with major course work in business/public administration, engineering, planning, environmental studies, geography, or related field.
