The Department of Military and Veterans Affairs (DMVA), Division of Army National Guard (ARNG)
is recruiting for a Planner 3!
This position is in the Supervisor (SU) bargaining unit at a range 19.

This SU Planner 3 position may be eligible for a salary range Supervisory Differential, up to range 20. This is the responsibility of the incumbent to request via the APEA Association. Approval is subject to DOP discretion, per SU CBA 24.11 and in accordance with AS 39.

This position is opened to Alaska Residents only.

What You Will Be Doing:
As the Army National Guard’s (ARNG) Planner 3, you will work under the general direction of the Division Director and in coordination with the Federal Partner and Chief Facilities Management Officer to provide master and area planning for the ARNG. This is a dual-role position that also serves as a supervisor for up to five (5) State employees. In this role, you will play a pivotal role in overseeing and coordinating planning activities, facility leasing, anti-terrorism/force protection, energy management, and Installation Status Reporting (ISR), while also serving as the State Master Planner. You will perform critical functions by making recommendations related to real property and real estate actions involving Alaska National Guard–owned or leased buildings, facilities, and land. You will establish suspense dates and ensure tasks are completed within required timelines.

The successful applicants must pass a federal background check in order to qualify for military base access, which is required with this position's work location on base.

The background check may include fingerprinting.

All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access.

Also, you must be able to maintain the clearance throughout your employment.

If using a private vehicle this will require a valid Alaska Driver License, proof of vehicle insurance, and a valid State of Alaska vehicle registration.

Requirements

Any combination of education, certification, and/or experience that provides the applicant with competencies in:

  • Public Planning: Knowledge of functions, principles, methods, and techniques of public planning, including those related to community planning, outdoor recreation planning, and natural resource management, such as demand forecasting, environmental impact analysis, financial forecasting, and land use planning and zoning. 
  • Partnering: Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals. 
  • Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. 
  • Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
  • Technical Credibility: Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
Equivalent to those typically gained by:
Post-secondary education in urban or regional planning, urban design, geography, community development, transportation planning, environmental and natural resources planning, economic planning and development, or closely related field;
 AND/OR
Progressively responsible, independent experience in environmental, transportation, or community development; architecture; civil engineering; landscape architecture; urban design; historic preservation; geography; geographic information systems; housing administration; grant administration; accounting; business management; or research.
