Job Description

Summary

This job involves helping with hiring new staff, managing employee records like payroll and benefits, and creating strategies to keep good workers in a community corrections agency.

Agency Summary

The mission of the Marion County Community Corrections Agency is to improve the lives of people in our community. Our role is to provide community supervision, as an alternative to incarceration, using evidence-based practices and comprehensive case management.

Job Summary

This position is responsible for providing assistance to team-members of the agency regarding payroll inquiries; benefit leave accrual; tracking of all new hires, transfers, promotions, and terminations.

This position will be responsible for preparation of turnover reports, data collection and analysis, and making recommendations to management to develop retention strategies and continuous personnel improvement.

Position is responsible for recruiting top talent for MCCC, as well as identifying effective recruiting strategies and tools to address staffing needs for various positions within the agency.

Incumbent must value and promote diversity through equitable recruiting practices to ensure equitable access to all talent within the department.

Incumbent must possess knowledge of Human Resources laws and best practices and how they apply to recruitment and selection.

The incumbent in this position requires solid decision-making skills taking into consideration both public and team-member safety.

Regular travel to off-site locations or minimum-security correctional facilities is required in this position.

With general oversight from the Finance Supervisor, Manager or CFO, independent judgment is limited. Position reports to the Accounting Administrator- Finance Supervisor.

Requirements

  • Responsible for the coordination of job postings, including writing, maintaining, and updating job descriptions, with final approval of hiring managers, CFO and City/County Human Resources.
  • Consult with hiring managers to understand the requirements, duties, and qualifications desired for the specified vacant position(s).
  • Establish a valid selection and hiring process with hiring managers to include reviewing applicants, scheduling, and conducting interviews, recommending hiring applicants to the hiring manager, and onboarding new employees in a timely manner.
  • Coordinate with City/County Human Resources to make contingent offers to selected candidate(s) and send notification to candidate(s) who were not selected.
  • Attend job fairs both virtually and in person, community events, campus days at universities, and social media platforms forums to actively recruit talent.
  • Maintain accurate and timely records to ensure optimal screening of candidates.
  • Collect and analyze data to maintain current understanding of fair and competitive market salaries.
  • Communicate professionally and positively to internal and external customers.
  • Advise department leadership on recruitment and talent acquisition strategies in order to attract the most qualified talent. 
  • Coordinate with CFO and agency managers to create, edit and modify all personnel action request (PAR) forms prior to sending to City/County Human Resources
  • Develop and maintain new hire job aids with respect to PeopleSoft, and conduct agency training and orientation sessions with new hires following training by city Human Resources division.
  • Submit technology requests to ISA for team-members to include tickets for phone set up and changes to employee technology needed for new hires, as well as ticket submissions for team-member termination.
  • Maintain and ensure completeness of agency personnel files.
  • Compile and provide employment information requests and represent agency in unemployment hearings when necessary.
  • Answer all routine personnel questions related to salary and benefits, paid time off, health and life insurance, short and long-term disability.
  • Research and troubleshoot personnel and payroll discrepancies and consult with Payroll and City/County Human Resources divisions to determine resolution needed.
  • Draft salary and personnel policies and assist the CFO and/or Finance leadership in the administration of compensation.
  • Process and submit biweekly payroll for employees; review and ensure the accuracy of payroll register.
  • Coordinate, edit and submit payroll changes and benefit or compensation payout.
  • Update and maintain department organizational chart.
  • Prepare turnover reports, collect, and analyze data.
  • Make recommendations to management to develop retention strategies and continuous personnel improvements.
  • Must possess excellent customer service and communication skills and be able to provide administrative and operational support to multiple individuals.
  • Backup liaison to management, supervision teams, and team-members to communicate information as requested
  • Provide guidance to management and ensure the completion of performance appraisals for team-members
  • Coordinate exit interviews for outgoing staff with City/County Human Resources division

    Qualifications Minimum Job Requirements and QualificationsAssociates Degree in Business Administration, Human Resources, or related field with one (1) or more years of Human Resources or staffing experience.

    Equivalent combination of education, training, and experience required, in the absence of a college degree.

    Prior demonstrated knowledge and appropriate experience in training or related services desired. Ability to communicate effectively both orally and in writing.

    Must adhere to compliance with appropriate state and federal laws. Emotional intelligence when dealing with people of all backgrounds. Must have and maintain a valid driver’s license.

    Proficient experience using PeopleSoft. Knowledge and use of Microsoft Office.Preferred Job Requirements and QualificationsThree or more years of experience as a financial professional.

    Prior professional experience in government or non-profit employment.
