Full Job Description

This position is located in the Washington Headquarters Services (WHS), Executive Services Directorate (ESD), Pentagon Services Division (PSD), Parking Management Office (PMO).

Serves as the strategic planner and advisor to the PSD Director and Parking Manager on construction and special events that affect the Department of War (DoW) Pentagon Reservation Parking Program.

Mission Essential Employees: Mission essential employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations ( e.g., building closure due to power outage) causing disruptions of government operations, and are required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor.

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: Serving as a strategic planner and advisor on complex parking management programs; Analyzing the impact of construction projects on a complex parking program.

Preferred Experience: 1-year of parking management experience for a large organization. 2-years of urban planning experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

You will receive credit for all qualifying experience, including volunteer experience.

You must include a completed copy of the Military Spouse PPP Self-Certification Checklist (DD-3145-4) dated within 30 days along with the documents identified on the checklist to verify your eligibility for Military Spouse Preference.

Military Reserve (MR) and National Guard (NG) Technicians PPP Eligible: MR and NG technicians PPP applicants must be selected and placed at the full performance level if determined well qualified.

You must include a completed copy of the Military Reserve and National Guard Technician PPP Self-Certification Checklist (DD-3145-3) to verify your eligibility for Military Reserve and National Guard Technician preference.

Incumbent typical work assignments may include the following: Serves as a primary program analyst by creating and utilizing comprehensive studies and analytical methodologies to assess the effectiveness of all parking management operations.

Acts as the lead project liaison for all construction and special events impacting the Pentagon Reservation parking network.

Researches and interprets building codes, zoning regulations, and other policies to develop and defend parking program guidance and long-term plans.

Provides technical expertise by developing project packages, drafting scopes of work, and creating Independent Government Cost Estimates using tools like RS Means.

Conducts site inspections, prepares specifications for traffic control signage and markings, and provides technical answers to contractors during the bidding and construction process.

Coordinates and presents recommendations to resolve complex procedural or policy issues affecting the parking program.
