NOTE: The current vacancy is in the Santa Monica Department of Transportation, Parking Operations Division. The eligible list that will be established as a result of this recruitment will be used to fill all Parking Permits Assistant vacancies that occur in the City during the life of the eligible list.

Performs customer and technical services related to the permit parking programs. Reviews parking applications for completeness and accuracy; provides information and program requirements on the various types of parking permits, locations and parking areas; answers parking permit questions from the public; issues and tracks permits.

Requirements

Reviews parking applications for completeness and accuracy before processing. Provides information and program requirements to customers in an effective manner to assist customers with program compliance.

Responds to inquiries, complaints and issues from the public and businesses in-person, by phone, in writing and/or electronic mail. Assists customers and City staff with requests for information and services related to parking programs. Takes messages and/or makes referrals to appropriate sources.

Issues parking permits and calculates fees, including residential parking permits, monthly parking permits, employee parking permits, day use permits, special event parking permits, and other related permits that may be issued by the City, as assigned.

Collects and processes parking citation payments. Performs sales transactions using a cash register.

Performs reconciliation of permits, cash and credit card transactions including refunds and chargebacks.

Collects and processes parking citation data for internal use and in response to appeals.

Assists in processing and follows-up on inquiries or complaints from other City departments and the general public.

Files, processes and maintains a variety of records, forms, documents and correspondence.

Reviews, sorts and distributes mail. May maintain mailing lists and assist in the preparation and distribution of program information and messages.

Maintains routine bookkeeping and financial records.

Assists in gathering data for studies and surveys.

Performs general office and administrative duties. Explains general rules and regulations, program and procedural information.

Performs other related duties, as assigned.

Qualifications

Knowledge of:

Principles and practices of public administration.
Basic mathematics and accounting principles.
Modern office procedures, practices and equipment.
Effective customer service techniques.

Ability to:

Follow written and oral instructions.
Utilize a customized database system.
Use independent judgment and initiative.
Complete assignments in a timely manner.
Handle a heavy flow of customers at the counter, over the telephone, by mail and by electronic mail.
Communicate effectively, both orally and in writing.
Provide effective customer service and respond to public inquiries in a tactful manner.
Establish and maintain effective and cooperative working relationships with City employees and the general public.
Maintain confidentiality.
Learn and use required software applications.
Work in and adapt to a fast-paced, changing team environment.

Skill in:

Using a personal computer and applicable software applications.
Reading, writing and communicating at an appropriate level.
Handling cash.

Education, Training and Experience:

Graduation from high school or the equivalent. Completion of 30 semester units of college level or vocational school coursework in modern office procedures and practices, Business, English, Mathematics or a related field is desirable.

Two years of recent, paid work experience in an office environment performing customer service duties, preferably with high volume of public contact. Experience working in a parking office and/or public sector experience is highly desirable.

Licenses and Certifications:

Possession of a valid California class C driver license or the ability to utilize and alternative method of transportation when needed to carry out job-related essential functions.

If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.
