Full Job Description

This position is located in the Farm Service Agency, Kentucky State Office in Lexington, Kentucky.

About the position: The selectee is a key member of the State Executive Director's staff responsible for planning, developing, and implementing the outreach programs.

Specialized Experience Requirement For the GS-12 grade level: You must have one year of specialized experience equivalent to the GS-11 grade level in federal service or comparable experience not gained through federal service.

Specialized experience developing or assisting in developing public affairs and outreach policies for agricultural programs; developing and/or evaluating agricultural outreach and public affairs programs; and implementing public awareness and marketing campaigns using a broad array of communications techniques and delivery methods.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

  • Analyze program requirements, formulate objectives and develop plans to implement outreach of agency farm programs.
  • Administer programs and projects to accomplish goals for delivering program and services to farmers and ranchers, including minority and underserved populations.
  • Provide leadership in meetings objectives, resolving problems and determining revisions required in farm program policies, plans or procedures.
  • Prepares annual state outreach plan and assists county offices with implementation and county committee outreach activities.
  • Serves as the state communications coordinator advising and recommending specific information activities to meet information needs and to resolve public affairs problems.
  • Develop and maintain relations with editors, reporters and other media representatives to encourage and facilitate media use of information about FSA programs, services, and initiatives, priorities, and accomplishments and media coverage of events.
