Job Description

Summary

This job involves coordinating efforts to help small and minority-owned businesses get involved in Tarrant County's purchasing process, including advising county departments, running outreach events, and creating strategies to boost their participation.

A good fit would be someone with experience in business development programs for underrepresented groups, strong communication skills for presentations and networking, and a background in public administration or procurement.

The role requires travel and working with diverse communities to promote fair contracting opportunities.

Key Requirements

  • Bachelor’s Degree in business, public administration, or related field
  • Four years of progressively responsible experience in historically underutilized business enterprise, equal opportunity/affirmative action, or minority economic development programs
  • Knowledge of federal, state, and local equal opportunity and affirmative action laws related to HUB programs
  • Knowledge of public contract administration, bidding laws, and statistical methodologies
  • Valid Driver's License
  • Proficiency in computer software including word processing, spreadsheets, databases, presentations, and project management tools

Full Job Description

Performs and coordinates program activities and functions for the historically under-utilized businesses in the Tarrant County procurement process. Serves as technical advisor for the County offices/departments and multiple outside agencies and as a business consultant to the under-utilized business community.

Requirements

1.Assists in the development, implementation, and evaluation of new or revised strategies, policies, and procedures to increase participation of historically under-utilized business in the County procurement process.
2.Participates in business outreach program workshops, meetings, conferences, and fairs for potential impact recruitment results on the program.
3.Provides technical advice, assistance, answers to questions, program goals and policy interpretations.
4.Prepares reports and analysis on program activities, progress, status or other special reports for management or outside agencies documenting outcome measures of program.
5.Prepares and makes presentations to community leaders on program work plan, goals, objectives, strategies, specifications, activities, and outcomes. Evaluates program effectiveness to develop and implement improved methods and prepares recommendations for changes to improve program effectiveness, efficiencies, and enhancements.
6.Serves as a business consultant to the under-utilized business community; serves as technical advisor for the County offices/departments and multiple outside agencies.
7.Counsels under-utilized businesses to successfully compete for County contracts by providing technical advice, assistance with vendor on-line registration and answering questions concerning program goals and policy interpretations.
8.Interacts and maintains liaisons with the business community. Writes communications, promotional literature, brochures, articles, presentations and reports to ensure business community is informed of purchasing initiatives undertaken by County.
9.Performs community program development by establishing networks with business owners and providing education on purchasing process.
10.Works closely with purchasing staff to resolve issues, improve operations or increase the participation of under-utilized businesses.
11.Prepares, implements and maintains control systems to monitor progress in overall participation of under-utilized businesses. Monitors trends in the market concerning purchasing activities.
12.Represents County in professional organizations, serving on boards and committees as assigned.
13.Assists in purchasing activities. Answers vendors’ questions concerning procurement activities.
14.Performs all other related duties as assigned.

Qualifications

To apply:
Must have a Bachelor’s Degree in business or public administration or a related field + four (4) full-time years of progressively responsible experience administering:
1) historically underutilized business enterprise,
2) equal opportunity/affirmative action, or
3) minority economic development programs, including experience administering contractual provisions relating to these programs.
Must have a valid Driver License.
Successful history creating a historically under-utilized business program preferred.
Knowledge of Federal, state, and local equal opportunity and affirmative action laws, ordinances, and statutes as they relate to HUB programs.
Knowledge of basic principles, practices, and procedures of public contract administration and bidding laws.
Knowledge of statistical and validation methodologies and their practical application.
Ability to develop and implement effective systems and procedures to administer policy.
Ability to use personal computer in processing and analyzing data.
Ability to use computer software applications including word processing, presentation, spreadsheets, databases, graphics, project scheduling and management, and other related applications.
Ability to compile, analyze, review, apply, and determine program requirements.
Ability to compile, analyze, and evaluate facts and data using statistical and research methodologies and to prepare and present clear and concise oral and written reports and correspondence using proper English business vocabulary, grammar, and construction.
Ability to communicate clearly and effectively, both orally and in writing, at all levels inside and outside the organization.

Additional Information

While performing the duties of this position, the incumbent is regularly required to sit, stand, walk, bend, stoop, climb, lift, push and pull. Use of a motor vehicle is required to perform the essential duties of this position.
