As a Operations Support Specialist, you will execute and provide advice and technical assistance to regional and field managers and staff on a wide variety of human resources, administrative, financial, and budget services essential in supporting the operational activities, goals, and missions of the USCIS.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 04/09/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 04/09/2026. Application Limit: This vacancy is limited to the first 100 applications received.

GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the 3 of the 5 following duties: Preparing findings of human resources studies, recommendations, or reports to develop/improve human resources staffing programs.

Analyzing data used to forecast staffing requirements in the development of hiring plans and recruitment strategies.

Using computer software to input and sort data to produce a product, such as report or spreadsheet, to be used for human capital planning.

Preparing position papers and delivering technical presentations to stakeholders to communicate workforce planning efforts and strategies.

Evaluating administrative functions to provide strategic human capital guidance and solutions.

  • Plan, organize, evaluate, and improve staffing programs, services, and processes, including, but not limited to reviewing and advising management on candidate selections, strategies for recruiting candidates, and performing hiring actions.
  • Conduct studies to identify long and short-range personnel needs, plan or recommend organizational or procedural changes by advising on duties, relationships, sources and availability of needed skills and utilization of available skills.
  • Complete personnel actions related to Position Management and Classification, such as identifying personnel needs and assisting with recommending position description changes based on review of classification standards.
  • Plan, schedule and conduct projects and studies to evaluate and recommend ways to improve effectiveness and efficiency through appropriate staffing.
  • Prepare project papers and staff reports, organize and deliver briefing to managers.
  • Oversee the Region's Probationary Employee Performance Management program by providing guidance and training to first line supervisors, concerning the performance rating system, monitoring required actions, and reviewing/tracking performance ratings.
