Full Job Description

This position is located in the Law Enforcement Directorate, Pentagon Operations Center (POC). The POC serves as the Pentagon and Mark Center's Public Safety Answering Point.

Serves as a senior Operations Program Analyst within the Pentagon Operations Center (POC), responsible for coordinating and enhancing the operational effectiveness of PFPA's mission-critical support functions across more than 100 DoW facilities and approximately 3,000 personnel.

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Utilizing technology (such as mass notifications or display systems) to support emergency management operations; and, Reviewing Continuity of Operations Plans (COOP) to make recommendations for improvement; and, Collaborating with stakeholders to ensure emergency plans are consistent.

OR Education: a PhD or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., (if related) OR A combination of doctoral education and specialized experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

You will receive credit for all qualifying experience, including volunteer experience.

Incumbent typical work assignments may include the following: Provides operational and programmatic support to shift operations and assists in ensuring continuous 24/7 mission coverage.

Coordinates the implementation of standardized operational procedures, shift continuity plans, and command-and-control support processes.

Supports the development, evaluation, and maintenance of shift standing operating procedures (SOPs), daily operational orders, and response guidelines.

Leads efforts to support strategic coordination with external entities, including federal, state, and local stakeholders such as the FBI, U.S.

Secret Service, Arlington County, and other mission partners.

Supports the agency's integration into external operational plans, communications protocols, and collaborative efforts involving security and emergency response coordination.

Develops and implements internal guidance that ensures compliance with established standards and promotes operational efficiency.

Supports the interpretation and application of DoW and Office of the Secretary of War(OSW) policies related to PFPA's operations center functions.

Provides assistance in drafting policy recommendations, white papers, and responses to taskers, congressional inquiries, or departmental reports.
