This job involves managing daily operations and human resources for an office focused on international finance and economic policy to support U.S. jobs and security.
The role includes supervising staff, coordinating recruitment and training, and advising senior leaders on personnel issues.

This position is located in the Office of International Affairs (IA).
The Office protects and supports domestic prosperity and national security by promoting the most favorable global conditions global for sustained jobs and economic growth in the United States.
The Operations Officer reports to IA's senior operations lead, supervises operational staff, and works with the Under Secretary for International Affairs and the Office's Assistant Secretaries (IA senior leadership).
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized Experience for this position includes: -Experience leading analytical duties affecting office-wide administrative and operational programs; AND -Serving as the primary management liaison with human resources officials on workforce and personnel matters; AND -Providing management advisory services to senior leaders on human capital matters, covering areas such as classification, training and development, recruitment and placement, performance management, compensation, diversity, and/or succession planning.
For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized Experience for this position includes: -Experience performing analytical duties in support of planning, development, evaluation, and decision-making affecting administrative or operational aspects of office-wide operations; AND -Coordinating actions with human resources staff to ensure timely and accurate processing of recruitment, classification, performance management, and related actions, OR - Coordinating actions with financial management and budget staff to ensure timely and accurate processing of finance and operational related actions.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.
For the GS-13, you must have been at the GS-12 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

The following are the duties of this position at the GS-14.
If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Coordinate on a regular and recurring basis: IA Human Capital portfolio that includes recruiting; onboarding (including security clearances); the annual performance management process; training; time and attendance; employee relations; retention; and separation.
- Lead some special and specific programs largely international in nature, including one or both of the Financial Attaché Program and International Financial Institution Advisor Program.
- Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
