Base salary range: $104,604 - $135,987

Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves leading a team of HR supervisors to manage workforce planning, recruitment, employee relations, and performance for over 8,000 employees in the Department of State's M Family.
The role requires providing expert advice to top leaders on tricky HR matters like policy changes and organizational shifts, while using data to improve HR services and efficiency.

This position is located in the Workforce Operations Office (M/EX/BOD/WOO), in the U.S. Department of State (DOS).
M/EX provides services to the M Family's workforce with more than 8,000 employees (this does not include the Bureaus of Consular Affairs (CA) and Diplomatic Security (DS)), in addition to having an Enterprise Services Directorate supports the entire Department through its programs and projects.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following: SPECIALIZED EXPERIENCE Experience leading and managing a comprehensive human capital program through subordinate supervisors, including workforce planning, recruitment, employee/labor relations, performance management, and HR policy implementation.
Experience providing expert advisory services to senior leadership on complex and sensitive human resources issues, including employee relations, labor relations, organizational restructuring, and policy interpretation.
Experience overseeing the evaluation and improvement of HR programs, policies, and service delivery models using data-driven analysis to enhance efficiency, customer satisfaction, and organizational performance.
There is no substitute of education for specialized experience for the GS-15 position.
