Full Job Description

This position is located in the Workforce Operations Office (M/EX/BOD/WOO), in the U.S. Department of State (DOS).

M/EX provides services to the M Family's workforce with more than 8,000 employees (this does not include the Bureaus of Consular Affairs (CA) and Diplomatic Security (DS)), in addition to having an Enterprise Services Directorate supports the entire Department through its programs and projects.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: SPECIALIZED EXPERIENCE Experience leading and managing a comprehensive human capital program through subordinate supervisors, including workforce planning, recruitment, employee/labor relations, performance management, and HR policy implementation.

Experience providing expert advisory services to senior leadership on complex and sensitive human resources issues, including employee relations, labor relations, organizational restructuring, and policy interpretation.

Experience overseeing the evaluation and improvement of HR programs, policies, and service delivery models using data-driven analysis to enhance efficiency, customer satisfaction, and organizational performance.

There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." Major Duties:

  • Manages the work of the organization through subordinate supervisors, evaluates the performance of subordinate supervisors and reviews their evaluations of Office employees on work and administrative matters.
  • Implements organizational/management approaches to ensure that human capital acquisition and retention strategies are aligned with the Department, M, and M/EX missions.
  • Serves as a recognized technical authority on a broad range of HR issues and programs, provides management guidance and assistance on matters of policy or highly controversial nature and resolves the most difficult HR problems.
  • Manages the human capital resources of the M Family including M/EX. Serves as a key member of the M/EX Director's senior staff and organizes, directs, and administers effective human resource management.
