The position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations (ChOps), Superintendent, House Office Buildings (HOB), Assistant Superintendent, Facilities Management Division, Business Operations Branch.

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.
To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service.
Specialized experience for this position includes: (1) Providing leadership and/or administrative supervision of staff, including managing workload, training and development, performance management, resource management and space requirements; (2) Planning, coordinating and/or directing the development and execution of strategic initiatives, standards, policies, procedures and systems to meet current and future operational objectives; (3) Performing analysis of facilities management and support services programs and operations and making recommendations to improve organizational performance; and (4) Developing and/or overseeing budget cycle activities for facility maintenance, facilities services and/or construction programs.
Major Duties:
The HOB jurisdiction is organized in four Divisions: Client Services Division, Tenant Services Division, Facilities Operations Division and Facilities Management Division.
The Operations Manager is responsible for the management and direction of the Supply Management Branch, the Budget Financial Analyst, the Management and Program Analyst, Management and Program Analyst (CAFM) and the Program Specialist.
Serve as liaison with the Office of the Chief Financial Officer; the Acquisition and Material Management Division, Information Technology Division; Performance, Strategy and Innovation Division and other offices and jurisdictions of the AOC.
The tour of duty for this position is Monday-Friday 9:00 a.m. – 5:00 p.m.
Note: This position is emergency essential - Depending on the type of emergency the employee may be required to report to work during emergency situations.
Duties include, but are not limited to: Perform administrative and technical supervisory functions for subordinates. Assign duties and evaluate performance.
Manage the organizational unit's budget and workload. Develop performance requirements for subordinates and ensure a mutual understanding of the performance standards.
Resolve complaints and grievances. Oversee responses to Architect of the Capitol budget data requests.
Develop budget estimates and informational and analytical materials to support annual and multi-year budget calls and develop narrative justifications for the House Office Buildings line items.
Perform studies and reviews to understand and plan for organizational structure, policy, process, operations and financial implications.
Assess the productivity, quality, effectiveness and efficiencies of business processes.
Recommend corrective action to improve recognized deficiencies by judiciously leveraging tasking teams and resources.
Oversee the Computer Assisted Facility management program to properly track and evaluate work order management processes, ultimately leading to improved efficiency in building operations and facility maintenance.
Oversee procurement data input and reporting. Establish and oversees procedures for developing and managing cooperative agreements.
Prepare reports, correspondence, memoranda and other documents relevant to program activities, such as responses to the Architect of the Capitol Performance and Accountability Report, Chief of Operations' Monthly Reports, weekly reports, cost analyses, quarterly capital reports, award program plans and training plans.
Perform other related duties as assigned.
