Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S.
Border Patrol, Strategic Planning & Analysis Directorate (SPAD) located in Washington, D.C.

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting comprehensive analyses of management and program operations using qualitative and quantitative methods to assess effectiveness, efficiency, and productivity; and developing recommendations to address process gaps, control weaknesses, and operational risks.
Supporting resource planning activities, including contributing to the development of program goals, priorities, and performance measures and assisting in aligning resources with organizational requirements.
Reviewing and interpreting policies, procedures, and administrative requirements; assessing the impact of changes on program operations; and assisting in developing or refining internal processes and standard operating procedures to ensure compliance and consistency.
Preparing written products such as management reports, issue papers, briefing materials, and decision memoranda for senior officials; consolidating input from multiple stakeholders; and presenting findings, options, and recommendations for management consideration.
Planning, organizing, and participating in cross-functional projects or studies, including developing project plans and timelines, identifying information requirements, coordinating with stakeholders, and monitoring milestones to ensure timely completion of deliverables.

This position allows you to use your knowledge and expertise as an analyst and advisor to management on organization aspects of the assigned mission requiring the application of a wide range of qualitative and quantitative methods to assess complex management and program processes and systems.
This position starts at a salary of $102,415.00 (GS-12, Step 1) to $133,142.00 (GS-12, Step 10).
As a Management and Program Analyst, you will analyze, evaluate, and make recommendations on major segments of administrative programs for operational effectiveness, efficiency, and productivity.
Duties and responsibilities include: Analyzing and evaluating program data, business processes, and internal controls to identify impediments, redundancies, risks, and deficiencies; and formulating recommendations, optimization strategies, and corrective actions to improve operational efficiency and effectiveness.
Planning, conducting, and participating in special studies and management reviews of administrative and operational functions; developing and documenting clear business processes; and providing advice and guidance to management on program and process improvements.
Assisting in implementing, coordinating, and overseeing a variety of program activities, including monitoring progress against goals and objectives, and providing feedback and guidance to enhance operational effectiveness.
Tracking and analyzing data; preparing reports and analyses to support short- and long-range planning; and ensuring compliance with applicable directives, policies, and standard operating procedures.
Preparing and delivering briefings, presentations, and reports for supervisors and senior leadership; organizing recurring and ad hoc meetings to discuss program issues; and ensuring timely, accurate information is available to support executive decision-making.
