Public Health – Seattle & King County's HIV/STI/HCV Program is seeking to hire a Field Coordinator (Project/Program Manager I) to assist with project coordination and participate in data collection for the Seattle site of the National HIV Behavioral Surveillance System (NHBS).
Temporary opportunity. Term-Limited Temporary (TLT) positions are "at-will" positions that are eligible for benefits. This TLT is currently anticipated to through December 31st, 2026.
However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels.
As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long-term funding sources.
This vacancy can also be filled as a Special Duty opportunity.
For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial King County probation.
You must have supervisor approval prior to taking a Special Duty Assignment.
Position Summary
In this role, your title will be NHBS Field Coordinator with a classification of Project/Program Manager I (PPM I).
This position will work in the HIV/STI/HCV Program conducting different project coordination activities to support the work of NHBS across King County with the potential to work on other surveys.
The primary focus of this position will be on the NHBS-MSM survey in 2026.
This position will work to assist the Assessments Coordinator or NHBS in collecting data for the formative assessment and preparing for and managing survey data collection.
Anticipated participation in the formative phase is March 2026, with data collection to begin in June 2026 and end November 2026, including closeout activities through December 2026.
Duties include assisting with coordinating, collecting, and summarizing data for assessment and evaluation activities; leading field site activities; coordinating the interview staff, administering the project survey via interviewing and HIV testing, and counseling by field staff; and additional duties as assigned by the Assessments Coordinator.
This position has the possibility for an extension of job duties for future cycles of NHBS.
Background
NHBS was implemented by the Centers for Disease Control and Prevention (CDC) in 2004 to monitor behaviors in populations that may be at increased risk for HIV acquisition and/or transmission.
The core populations of interest include men who have sex with men (MSM), people who inject drugs (PWID), people at increased risk for heterosexually acquired HIV (HET), and women of transgender experience and trans-feminine people (WTE/TFP).
Findings from NHBS are used to enhance the understanding of HIV prevalence, risk and testing behaviors in these groups, and to develop and evaluate HIV prevention programs.
The HIV/STI/HCV Program offers services and resources to decrease new infections and help those living with Human Immunodeficiency Virus (HIV), Sexually Transmitted Infections (STIs), and Hepatitis C Virus (HCV) lead healthier lives.
The program has a biennial budget of about $60M and a staff of over 100 talented employees and contract staff.
Public Health's Prevention Division provides core, foundational public health services and is responsible for protecting the health of the public through controlling the spread of communicable diseases and identifying preventable causes of death.
The Prevention Division includes three infectious disease units, the Public Health Laboratory, Vital Records, and the Medical Examiner.
Together we protect the community from disease, investigate deaths, and provide birth and death certificates to our community.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
