Full Job Description

This position is located in the Collections Maintenance and Stacks Management Section, Collections Management Division, Preservation Directorate, Discovery and Preservation Services (DPS) at the Cabin Branch location.

This is a non-supervisory, bargaining unit position. The position description number for this position is 063841.

The salary range reflects the locality pay adjustments for the Washington, D.C., Metro area.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to apply safety regulations, interpret instructions and follow directions.** Ability to operate motor vehicles.** Ability to perform standard motor vehicle operator responsibilities.

Ability to operate materials handling equipment and knowledge of warehouse procedures. Ability to interact with others. Ability to communicate effectively other than in writing. Major Duties:

The incumbent works as the Collections Maintenance Worker/Truck Driver responsible for a wide array of Library collections-related activities, which includes: addressing the proper location of collections materials both on-site and off-site; shelf-reading to ensure collections are in proper sequence: shifting; maintenance of the collections, including such tasks as cleaning; security of the collections; and providing service on specific segments as those stored off-site.

Collections include books as well as materials in non-book format, such as manuscripts, prints and photographs, recorded sound, moving image, and maps.

Many of these items are rare, valuable and fragile and must be handled with extreme care.

The incumbent is responsible for activities related to collections moves, such as erecting and dismantling shelving, operating both manual and power equipment such as forklifts and pallet jacks; transporting materials from one building to another using a van or car; and transporting collections, equipment and supplies from one location to another, using a truck having a gross vehicle weight of over 26,000 pounds.

Operates motor vehicles with a gross vehicle weight of more than 26,000 pounds and up to 32,000 pounds. A wide array of lockable conveyances are used (e.g.

wooden or metal) The primary trucks are used to transport book collections within Government installations such as the Library buildings both on Capitol Hill and off-site installations such as in Fort Meade, Cabin Branch and the NAVCC at Culpeper.

Vehicles are usually equipped with air brakes. Drives in close quarters and in heavy traffic over the public roads on both long and short hauls.

Oversees or assists in loading and unloading of bulky, cumbersome cargo, most often Library collections, equipment and supplies, and checks to ensure loads are properly located, distributed, secured in the vehicle, and are within the maximum rated weight capacity for balance and stability.

Assumes full responsibility for loading and unloading cargo, and drives carefully to prevent damage to truck and materials and injury to others.

Due to the size of the vehicle, the operator must be constantly aware of the laws regarding restricted use of certain roads.

Must be constantly aware of unit load weight and tail gate loading capacity and to the dangers of items being dislodged while in the process of movement on the tail gate lift.

Responsible for adhering to all safety and traffic rules, regulations, signs, etc. Responsible for the security of the vehicle and its contents, safeguarding the keys and the Government credit card.

Responsible for the orderly relocation of large segments of the Library's general and special collections.

Realigns collections in accordance with prescribed procedures accurate shelving, adherence to shelf load specifications and knowledge of unique requirements of the specific class being realigned, including the understanding of the different needs of growth potential of both serial and monograph volumes.

Determines sequences of loading and unloading book-trucks and other conveyances containing Library collections, equipment and supplies. Works with high degree of independence.

Participates in developing space utilization plans, and implementing the movement of materials from one area to another, which involves intra and or inter-building transport.

Shifts the various collections to relieve congestion, including materials in non-book formats, such as moving image and recorded sound. Assists in the erection of security cages for Library materials.

Erects, dismantles and reconfigures shelving units in all of the Library's buildings, which includes the daily changes that take place in the Madison Building.

These installations include wall hung shelves, work surfaces, standard library shelving, industrial wide span shelving as well as free standing units.

Operates a forklift truck and other materials handling equipment in the loading and unloading of the Library's materials.

Performs routine maintenance on this equipment, including checking battery water, power steering fluid, and detecting any equipment malfunctions.

Performs operator maintenance on vehicles weighing over 26,000 pounds up to 32,000 pounds.

Monitors fluid levels, replaces air filters and interior lights, checks tire pressure and hose connections, and washes vehicles. Completes and maintain preventive maintenance service records.

Operates sedans, or 15-passenger vehicles to transport staff, officials, and property of the agency to and from specified points in connection with a variety of official demands and responsibilities.

As required, delivers sensitive documents and valuable collections upon request. This position is not eligible for permanent remote telework.
