The Long Beach Utilities Department is seeking a Manager of Support Services to join our team!

THE COMMUNITY
Ideally located on the Pacific Ocean south of Los Angeles, adjacent to Orange County, the City of Long Beach, California (population 470,000) is frequently described as a series of strong, diverse interwoven smaller communities within a large city. CITY GOVERNMENT
Long Beach, a charter city formed in 1897, is governed by nine City Council members elected by district and a city-wide elected Mayor. Other elected officials include the City Attorney, City Auditor, and City Prosecutor. The elected officials are elected to staggered four-year terms. The City Council appoints the City Manager, City Clerk, and Director of Police Oversight. The City Manager is responsible for the efficient administration of all City departments, excluding those under direction of a separately elected official, Board, or Commission. Long Beach is one of only three cities in California with its own Health Department and one of the very few municipalities with its own Utilities (Water, Gas, and Sewer) and Energy Resources Departments. The City is supported by a FY 2025 total budget of $3.6 billion with a General Fund budget of $752 million. More than 6,000 full- and part-time employees support municipal operations with the majority being represented by eleven recognized employee associations. THE DEPARTMENTLong Beach Utilities provides safe, clean, reliable and affordable water, gas, and sewer services to the Long Beach community.

The service area supports 500,000 customers, represented by 90,000 water accounts, 145,000 gas accounts and 90,000 sewer accounts in 52 square miles.

This service area includes Long Beach’s downtown core, waterfront accounts, suburban areas and dense multifamily portions of the region.

The department also provides natural gas service to residents and businesses in the City of Signal Hill.

Water.

Every day, Long Beach Utilities treats 32 million gallons of drinking water at the Long Beach Groundwater Treatment Plant (GWTP) and distributes this water after blending with imported water, to 90,000 households and businesses throughout the City of Long Beach.

The GWTP also hosts a California Environmental Laboratory Accreditation as a Certified Water Quality Laboratory, which performs 60,000 to 70,000 water quality tests to ensure the high quality of the drinking water.

Gas. As a municipal utility, Long Beach Utilities’ natural gas rates and policies are established by the Board of Utilities Commission, consisting of five residents of Long Beach.

The City Charter requires Long Beach rates to be comparable to the rates charged by surrounding gas utilities for similar types of service.

In the region, the Southern California Gas Company is the only other natural gas utility providing similar service and serves as the market benchmark.

The City of Long Beach natural gas service territory includes the cities of Long Beach and Signal Hill, and sections of surrounding communities including Lakewood, Bellflower, Compton, Seal Beach, Paramount, and Los Alamitos.

Sewer. Long Beach Utilities owns, operates and maintains over 700 miles of sanitary sewer lines, safely collecting and delivering over 40 million gallons of wastewater per day to the Sanitation Districts of Los Angeles County for treatment.

THE POSITIONUnder the direction of the Assistant General Manager, BU 2, the Manager of Support Services plans, organizes, and directs operational support functions including warehouse and inventory management, purchasing and contract administration activities, facilities management, and fleet operations.

The position ensures compliance with established Department purchasing policies and procedures, oversees fleet maintenance, lifecycle replacement planning, and acquisition activities, and ensures facilities and equipment are maintained in a safe, reliable, and regulatory-compliant manner.

The Manager provides leadership over critical operational support services that directly enable water, gas, and sewer field operations.

The manager may be assigned responsibility for one or more of the functional areas depending on operational need.

This position does not allow for telecommuting or a hybrid work schedule. A 9/80 schedule is available.

Requirements

Duties of this position may include, but are not limited to, the following:

  • Directs, coordinates, and reviews work assignments for warehouse operations, purchasing and contract administration activities, facilities management, and fleet services to achieve goals and objectives, and ensure timely response.
  • Provides leadership and oversight of two large warehouse operations supporting water, gas, and sewer field activities, including inventory controls, material logistics, system tracking, and internal audit readiness.
  • Manages yard-related facilities and fleet operations, property, and yard modernization.
  • Manages the Department’s fleet, including maintenance, inspection, and repair of miscellaneous tools, vehicles and equipment.

    Is responsible for lifecycle replacement planning, fleet acquisitions, and compliance with applicable state and federal regulations, including emissions and advanced clean fleet regulatory requirements.

  • Oversees maintenance, repair, modernization, and capital improvement coordination for Department facilities to ensure safe and reliable working environments.
  • Plans, schedules, organizes, and directs the work of subordinates including training, supervising, and evaluating the performance of assigned staff; interviews and selects employees and recommends and implements personnel actions including hiring, cross-training, promotions, transfers, reassignments and disciplinary actions.
  • Monitors employee activities on a routine basis to ensure compliance with safety requirements and evaluates training needs.
  • Oversees operational purchasing and contract administration activities, including development of specifications, solicitations, and purchase orders; coordinates bid document preparation and review; ensures contracts and purchase orders are processed in accordance with established City purchasing policies and procedures.
  • Provides technical expertise, information, and assistance to the Assistant General Manager regarding assigned functions and assists in the formulation and development of policies, procedures and programs.
  • Directs, prepares, and maintains a variety of narrative and statistical reports, records and files related to personnel and assigned activities; prepares written correspondence.
  • Coordinates and acts as liaison with the City’s central purchasing office on mutual interest contracts.
  • Administers the salvaging and disposing of retired assets.
  • Attends and conducts a variety of meetings.
  • Communicates with other personnel, vendors, contractors, other City Departments, and outside organizations to coordinate activities, facilitate projects and tasks, resolve issues and conflicts, and exchange information.
  • Interacts, advises, and provides responses to inquiries from managers and supervisors.
  • Provides consultation to administrators and department staff.
  • Develops and prepares the annual preliminary budget for the support services operations including warehouse, purchasing and contract administration, facilities management, and fleet services which includes proposed staffing levels, non-personal expenses, capital outlay purchases, and prioritizes capital improvements project needs; analyzes and reviews budgetary and financial data; controls and authorizes expenditures following established limitations.
  • Keeps the Assistant General Manager and other staff informed regularly on the status of open issues.

  • Establish and maintain effective working relationships with stakeholders at all levels including City and department management, public officials, and employees.

Qualifications

EDUCATION
  • Bachelor’s degree from an accredited university or college in Engineering, Public Administration, Business Administration or related field (proof required.)
  • Additional experience may be substituted for the required college degree on a year-for-year basis to the extent that the experience has prepared the individual to perform the duties of the classification.
EXPERIENCE
  • Four years of recent supervisory experience directly involved with purchasing, warehousing, facilities support services, and/or fleet activities, preferably overseeing trades.

BENEFITS:

The City of Long Beach offers its employees opportunities to grow personally and professionally. As a permanent employee, you are eligible to receive fringe benefits that include:

Retirement: California Public Employees' Retirement System (PERS) defined benefit retirement plan, which is coordinated with Social Security.

The benefit is 2.5% @55 for "Classic" members and 2% @62 for new members as defined by PEPRA, subject to the compensation limitations set by PERS.

Current member contributions are 8.00% for CalPERS and 6.2% for Social Security, paid by the employee.


Health and Dental Insurance: The City offers the choice of HMO and PPO plans. The City pays major portion of the premium for employee and dependents depending on the health/ dental plan selected. Free vision coverage.


Life Insurance: City-paid term life insurance policy equal to three (3) times annual salary to a maximum of $500,000.


Disability Insurance: City-paid short-term and long-term disability insurance.


Management Physical: Annual City-paid physical examination.

Vacation: Twelve (12) vacation days after the first year of service; 15 days after four years, six months of service; 20 days after 19 years, six months of service.

Vacation can be used after six months of service. An employee’s vacation accrual may be adjusted upon hire to provide credit for previous full-time employment at a public service agency.

Credit for public service shall only be given for completed years of service as a full-time permanent employee. Public Service credit shall not apply to any other benefits.


Executive Leave: Forty (40) hours Executive Leave per year. The General Manager has discretion to grant an additional 40 hours each year.


Sick Leave: One (1) day earned per month; unlimited accumulation; conversion upon retirement to cash credit toward health and/or dental insurance premiums, or to pension service credits.


Holidays: Eleven (11) designated holidays per year, plus four (4) personal holidays to be used at the employee's discretion.


Transportation Allowance: Monthly allowance is allocated at $550.00 per month for this position.


Deferred Compensation Plan: Optional for employee contribution to a supplementary retirement savings program available through Mission Square Retirement.

  • Classic CalPERS Members: The City will contribute a maximum of up to two percent (2%) of base salary for all qualified Classic CalPERS members.
  • Public Employees’ Pension Reform Act (PEPRA) CalPERS Members: The City will contribute a maximum of up to five percent (5%) of base salary for all qualified PEPRA CalPERS members.


Flexible Spending Account (FSA): Optional election for employees to reduce taxable income for payment of allowable childcare or medical expenses.


Flexible Work Schedule: 9/80 available.


Paid Parental Leave: After six (6) months of City employment, the City provides one hundred and sixty (160) hours of Paid Parental Leave at 100% of salary, for the birth, adoption or foster placement of a child, regardless of the gender, marital status, or sexual orientation of the parent.


Public Student Loan Forgiveness – The City of Long Beach is a qualifying employer for the Public Student Loan Forgiveness (PSLF) program.
