MERCHANT SERVICES SPECIALIST-WV STATE TREASURER'S OFFICE-KANAWHA CO.


Salary: $45,000-$55,000; salary commensurate with training and experience. Full-time employees of the West Virginia State Treasurer’s Office (WVSTO) are eligible for Public Employee Insurance Agency benefits and a number of other benefits available to state employees.

Reports To: Director of Merchant Services


Nature of Work:

Under general supervision, this position assists the Director of Merchant Services in managing the West Virginia State Treasurer's Office (WVSTO) on-line payment systems and the merchant services contract, which provides credit card payment abilities to state government agencies/spending units. This position is responsible for providing support for payment processing as well as excellent customer service to entities utilizing the systems as well as to the customers who make payments through those systems. The Merchant Service Specialist will perform day-to-day duties required to operate the EGov and WV Go-Pay WVSTO online payment systems. The Director provides continuing and/or individual assignments by indicating generally what tasks are to be done, limitations, quality and quantity, expected deadlines and priorities. Additional, specific instructions are given for new, difficult, or unusual assignments. This position uses initiative in carrying out recurring assignments. The Director ensures completed work is technically accurate and in compliance with instructions or established procedures.


Job Duties:

Includes some or all of the following. Other duties may be assigned.
  • Assist state agencies and local government entities with setting up on-line payment services for their customers.
  • Assists state agencies and customers who call with questions regarding credit card payments.
  • Create new terminal IDs in the EGov (online ecommerce) system and create accounting templates in wvOASIS to detail and document payment transactions received for state agencies, entities, boards and schools.
  • Adds content to e-Pay pages for state agencies, entities, boards and schools with EGov agreements.
  • Manages daily credit card payment transactions in both E-Gov and WV Go-Pay.
  • Reconciles daily EGov deposit transactions.
  • Reviews, compiles, and provides monthly invoices to state agencies, entities, boards, schools and local governments for fees due to the WVSTO for various banking transactions.
  • Serves as point-of-contact for PCI Compliance (Payment Card Industry Standards) and communicates with state agencies, entities, boards and schools as needed.
  • Monitors Clover Rapid Comply for PCI compliance of state agencies.
  • Monitors and updates the mobile text alerts system for EGov and WV Go-Pay when either system has a malfunction.
  • Accesses CardPointe and SNAP Pay payment gateways to process reversals, verify transactions and refunds, and provide authorization codes to state agencies and customers as needed.
  • Works on special projects as assigned.
  • Generates and sends a daily investment activity report to the Banking Services Participant Accounting Department for processing & Cash Accounting Department for reconciliation.
  • Compiles and saves a daily cash receipts report and the daily deposit report from the state’s accounting system, wvOASIS, to the EGovernment drive for the Cash Accounting Department for reconciliation.
  • Reviews, compiles, and submits information for credit card disputes to our merchant services vendor, Huntington Merchant Services.

Qualifications

Graduation from a standard four-year high school or the equivalent required; bachelor’s degree in accounting or finance from a regionally accredited college or university preferred; one to two years related experience and/or training; or equivalent combination of education and experience. Knowledge of the credit card payment industry, banking or experience in wvOASIS a plus.


Required Knowledge, Skills, and Abilities:

  • Knowledge of the Microsoft Office Suite and in-house designed systems.
  • Ability to effectively present information in one-on-one and small group situations to external customers, agencies and other employees of the organization.
  • Ability to gather and compile data for use in financial reports.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to converse in a professional manner and provide excellent customer service.
  • Ability to maintain records and to prepare reports.
