The Iowa Insurance Division is seeking a highly motivated Investigator to join our Market Regulation Bureau. This crucial position is dedicated to consumer protection by investigating and enforcing Iowa insurance and securities statutes and regulations against unlawful, incompetent, or dishonest market conduct.

Key Responsibilities
As a Market Regulation Investigator, you will be primarily responsible for regulatory investigations of licensed individuals and business entities.Your duties will include:
• Leading Regulatory Inquiries: Initiate and lead thorough investigations into potential violations of state laws and regulations.
• Targeted Enforcement: Focus your investigations on regulated parties, including Producers/Agents, Adjusters, Appraisers, Umpires, Broker-Dealers, Agents, Investment Advisors, Investment Advisor Representatives and other licensed entities.
• Consumer Complaint Resolution: Review, analyze, and investigate consumer complaints involving regulated individuals and companies.
• Statutory Compliance: Analyze company and licensed entities’ conduct for adherence to critical statutes, including the Insurance Trade Practices Act (Iowa Code Chapter 507B) and the Insurance Producer Law (Iowa Code Chapter 522B) and Uniform Securities Act (Iowa Code Chapter 502).
• Team Collaboration: Work closely with a dedicated team of investigators and analysts to support the successful investigation and prosecution of consumer protection statutes.
What We're Looking For (Qualifications)
To excel in this role, you should possess the following:
Required
• Proven, progressive experience in insurance and/or securities investigations, regulatory compliance, financial crimes investigation, or related enforcement fields.
• Strong understanding of insurance principles, practices, and state regulatory requirements.
• Demonstrated ability to analyze complex business conduct, interpret legal statutes, conduct effective interviews, and prepare detailed, well-supported investigative reports.
• A high degree of self-motivation, ethical conduct, and commitment to public service and consumer protection.
Preferred
• Experience working for a state or federal regulatory agency.
• Relevant professional certifications include Certified Insurance Fraud Investigator (CIFI), Certified Fraud Examiner (CFE), Fraud Claim Law Associate (FCLA), Senior Claim Law Associate (SCLA), or similar designations.

Qualifications
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited school of law.
2) All of the following (a and b):
a. Graduation from an accredited college or university with a Bachelor’s degree; and
b. A total of three years full-time work experience in at least one of the following areas:
i. Multi-line insurance adjusting or underwriting; or
ii. Investigating and recognizing violations of state laws or regulations and preparing cases proving such violations for presentation at administrative hearings; or
iii. Conducting research, analysis, interpreting, implementing or monitoring insurance regulations and insurance products and providing consultation and customer assistance and technical assistance to stakeholders; or
iv. Business management and administration including: budget administration and analysis, regulatory and legal compliance, quality assurance, and customer service administration.
3) A total of seven years of education and/or full-time experience (as described in number two), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
4) Current continuous experience in the state executive branch that includes 18 months of fulltime work in insurance regulation.
