Full Job Description

The Iowa Insurance Division is recruiting for a Market Conduct Examiner – Property/Casualty in the Market Regulation Bureau.

The Market Regulation Bureau enforces Iowa insurance statutes and regulations providing consumer protection to the public against unlawful, incompetent, or dishonest market conduct. Market Conduct regulation inspects the manner in which insurers and producers interact with consumers, fulfill contractual obligations, and adhere to state laws and regulations.

Responsibilities include:
• Perform market conduct examinations and data analysis related to property casualty insurance companies.
• Determine where policies and procedures have failed and seek corrective actions.
• Hold discussions with regulated insurance companies, individuals and policyholders.
• Analyze, evaluate and interpret contracts, written agreements and facts, such as insurance policy provisions and legal contracts.
• Analyze market data call reports and financial statements.
• Determine fair treatment of policyholders and claimants.
• Request, review, and analyze company policy and procedures.
• Maintain effective, respectful working relationships with regulated entities and individuals, trade associations, and legislators.
• Participate in state, multi-state or state-federal task forces and committees.
• Maintain compliance with the National Association of Insurance Commissioners (“NAIC”) Market Regulation Certification Program.

Candidates will demonstrate:
• A strong foundation in property and casualty insurance primarily homeowner and related areas.
• Attention to detail.
• Excellent organization and communication skills.
• Familiar with NAIC Market Conduct process that monitor insurer practices, including claims, underwriting and complaints.
• Ability to think critically in order to make decisions, which include measuring, calculating, reasoning, analyzing, prioritizing and synthesizing data.
• Ability to document adequate notes of investigation to document work performed.
• Proficiency in the use of personal computers, peripheral equipment and various software packages, including the Microsoft Office Suite and Google platforms.

Qualifications

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  1. Graduation from an accredited four-year college or university with a degree in insurance, accounting, actuarial science, risk management, finance, or business.
  2. A total of four years of education and/or full-time experience, where thirty semester hours of accredited college or university course work in insurance, accounting, actuarial science, risk management, finance, or business equals one year of full-time experience in insurance industry examination, financial analysis, quality assurance, enterprise risk management, or corporate governance.
