As an Energy Management & Marketing Specialist (Resource Manager), you will serve as Resource Manager for the Colorado River Storage Project. ***This is not a remote position.
You will have to physically report to the Montrose, Colorado duty location.*** Qualification requirements in the vacancy announcements are based on the U.S.

SPECIALIZED EXPERIENCE REQUIREMENTS: Applicants must possess one year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service.
Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
The experience need not have been in the federal government.
To qualify for the AD05: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [AD04/GS12] in the Federal service.
Specialized experience for this position is defined as having ALL of the following: Applying hydrological studies and how these impacts affect hydropower; Applying operational marketing activities, transmission systems and coordinating developing and maintaining scheduling activities within bulk electric system; AND Analyzing energy contracts and applying resource scheduling.
"Experience" refers to paid and unpaid experience.
Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.
Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

The position is stationed in Energy Management Marketing Office where Merchant staff work 24x7 activities.

As an Energy Management & Marketing Specialist (Resource Manager), you will: Perform development and application of advanced resource optimization models to forecast long-term and short-term generation capabilities.
Have subject matter expertise in integrating hydrological data, environmental considerations, and market dynamics into resource planning and operational strategies, including interpreting contractual language.
Perform expert analysis and strategic recommendations to senior management on resource allocation, operational adjustments, and risk mitigation.
Oversee comprehensive strategic impact analyses of generator and transmission facility outages on generation reserves and power scheduling capabilities.
Support power scheduling, energy accounting, reports, and statistical information requests.
Develop, formulate, recommend, and champion new strategic policies, practices, and procedures for reservoir and resource scheduling, FES obligations, inter-utiliy accounting, and external reporting.
Serve as a primary representative for the Colorado River Storage Project and Loveland Area Project with external stakeholders (federal agencies, state governments, tribes, public utility commissions, industry partners).
Provide authoritative interpretation and application of federal energy regulations, environmental laws, and contractual agreements to guide CRSP operations.
Lead initiatives for continuous process improvement and quality assurance in resource management and energy marketing.
Proactively identify, champion, and lead the implementation of energy management software tools and trading platform configurations.
