Correctional Industries (CI) within the Department of Corrections (DOC), is seeking a highly motivated and qualified individual to fill a permanent vacancy as a Marine Vessel Operator Assistant. This position is located at McNeil Island Stewardship (MIS). The current fulltime, vacant position works from 11:15 p.m. to 7:15 a.m. Monday through Friday. This position is represented by Teamsters Local Union 117 - DOC.

Requirements

Duties include, but are not limited to:

Vessel Operation:
  • Serves as a Deckhand on inspected passenger vessels up to 100 tons and certified for up to 149-passengers.
  • This position assists the Marine Vessel Operator (Captain) in the operation of the vessel and will be able to operate the vessel in the event of an emergency or should the Captain become incapacitated.
  • Responsible for loading ramps and assisting with vessel maintenance, cleanliness, mooring and unmooring of lines.
  • Under the direction of the Captain, operates the vessel and navigational and communication equipment such as radar, automatic identification systems, and radios.
  • Conducts safety briefings to passengers; Assists in the startup and shut down of engines, generators and conducts check of engines, reduction gears, auxiliary equipment and emergency equipment at start of shift/during the first hour of shift, again during shift, and at the end of shift, adding fluids to engines and other equipment as necessary.
Security Checks, Inventory, and Maintenance:

Conducts security checks of vessel at each docking prior to allowing passengers to board; completes daily tool inventories, reporting discrepancies in accordance with current policy.

Maintain bilges in accordance with U.S. Coast Guard regulations, Department of Ecology regulations, and best management practices.

  • Check vessel and dock house areas for cleanliness, empty trash cans and ensure that vessel and dock house area remain clean throughout shift, reporting any discrepancies.
  • Assist the Marine Mechanic Supervisor with daily engine checks, mechanical repairs and/or maintenance if time allows during layovers.
  • Drills, Training, and Inspections:
    • Under the direction of the Captain, participate in training exercises and response to man overboard, fire response, abandon ship, hazardous chemicals, passenger/vessel safety, Marine Security (MARSEC), and other related subjects as required by Federal, State, or local policies, or that would be necessary for a safe operation.
    • Participate in inspections conducted by the U.S. Coast Guard. This may include answering questions, facilitating tours of vessels, demonstrating skills, and/or conducting specified drills.

    Other duties as assigned such as:
    • Basic maintenance of vessels, docks, floats, and causeways.
    • Special projects or duties as directed by Marine Operations Manager, Marine Operations Supervisor, Port Captain, and/or Captain.

    Qualifications

    Required Qualifications:
    • High School Graduate or GED certificate.
    • One year verifiable experience in the maritime industry as deckhand or engine crew member.
    • Possess a current Transportation Workers Identification Credentials (TWIC) or ability obtain a TWIC within 30-days of employment.
    • Required to maintain a valid driver's license when operating a state or privately owned vehicle on state business.
    Preferred Qualifications:
    • Knowledge of main and auxiliary machinery, steering systems, refueling techniques.
    • Valid First Aid/CPR Certification.
    • One year experience operating single and twin screw vessels.
    • One year experience working on vessels of at least 50 tons in either the engine department or deck department.
    • One year experience in vessel deck maintenance on steel and/or fiberglass vessels.
    Special Requirements:
    • Maintain regular and reliable attendance.
    • Complete a felony disclosure form prior to employment and submit to a criminal background check.
    • Successfully complete, within mandated timeframes, employee orientation and all other mandatory annual, in-service and other required training.
    • Provide physical residential address and home telephone number to the Department of Corrections.
    • Become familiar and comply with all Department policies and procedures and Collective Bargaining Agreements as applicable.
    • Submit to drug testing in accordance with Collective Bargaining Agreement and agency policy.
    • Pass pre-employment drug test.
    • During emergent/disaster situations the incumbent may be required to:
    • Report for duty on short notice for a specified timeframe;
    • Report to duty outside of normally scheduled work hours and workdays;
    • Report to a duty station that is different from the official duty station;
    • Perform work tasks outside the normal scope of duties reflected in this description.
