Full Job Description

The Department of Revenue for St. Louis County Government seeks a highly motived and detail-oriented individual to fill the Manager, Revenue Services, role on their team. This position reports to the Deputy Collector of Revenue and will manage the operations of the customer service unit in support of St. Louis County's revenue collection.

Requirements

  • Analyzes and organizes office operations and procedures and prepares related activity reports for management.
  • Manages, directs, coordinates, and supervises customer service counter staff.
  • Develop and implement written operating procedures, policies, and standards.
  • Develop division's budget to assure all budgetary line-item guidelines are met and expense accounts are properly maintained.
  • Ensures proper staffing for expected workloads at all times.
  • Responds to escalated taxpayer inquiries and complaints.
  • In conjunction with other Collection Division Managers, completes office-wide projects and activities including developing the division's budget.
  • Perform other duties as required or assigned.

Qualifications

  • Equivalent to a Bachelor's Degree
  • At least three years of related professional work experience
  • The work rules for the Department of Revenue require all employees, whether they reside in St. Louis County or elsewhere, to remain current in the payment of their personal and real property taxes
Supervisory Responsibilities

Manager: 1) coordinate unit's strategies and activities, 2) develop and implement unit policies, practices, and procedures, 3) delegate responsibility for daily operations to subordinates, 4) confer with peers to plan and coordinate work and 5) prepare and sign performance appraisals.

SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.

The selection committee will admit to the interview only those persons who possess the most job-related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.

The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.

All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
