Job Description

Summary

This job involves leading a team of engineers in managing ship control systems for the Navy, focusing on planning upgrades, improving cybersecurity, and handling the full lifecycle of these systems to keep them modern and cost-effective.

A good fit would be an experienced engineering manager who enjoys overseeing complex projects, working with diverse teams, and making strategic decisions in a technical environment.

It requires strong leadership skills and a background in systems engineering, particularly in defense or naval contexts.

Key Requirements

  • At least one year of specialized experience at GS-13 level or equivalent in federal engineering, overseeing complex systems engineering initiatives including upgrades, cybersecurity, and lifecycle planning
  • Experience directing hardware and software delivery, systems integration, and acquisition for major modernization programs
  • Proficiency in executing material procurement, contracting functions, and strategic planning to mitigate obsolescence and reduce costs
  • Demonstrated ability to lead communication with stakeholders across organizations and collaborate with sponsors
  • Direct supervision experience with a team of engineers and technical personnel
  • Knowledge of ship controls programs, including in-service engineering, R&D, test and evaluation, and life cycle management

Full Job Description

You will serve as a Head of Code 521 Ship Controls, Carrier Branch Manager of NSWC PHILA DIV.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector in the Federal engineering career field, overseeing complex systems engineering initiatives by planning and proposing system upgrades, cybersecurity enhancements, and new capabilities, as well as strategic life cycle planning and modernization to mitigate technical obsolescence and consolidate variants to improve supportability and decrease life cycle costs; directing hardware and software delivery and systems integration; guiding acquisition for major modernization programs from inception through completion; executing material procurement and contracting functions; leading communication with stakeholders across diverse organizational lines and collaborating with sponsors; and providing direct supervision to a team of engineers and technical personnel.

  • You will be responsible for planning, managing, coordinating or evaluating ship controls program initiatives for in-Service Engineering, Research and Development, Test and Evaluation, and Life Cycle Management and Logistics.
